Cultural heritage sites
The Nizhny Novgorod Region has become the first region to develop a standard for the preservation of cultural heritage sites.
This mechanism aims to create favorable conditions for investors implementing projects to preserve and restore such sites and
to optimize the process of their commercialization – from the initial business idea to acquisition and subsequent restoration.
In the region, there has been developed a unified list of cultural heritage sites free from third-party rights and ready for integration
into the modern urban environment. These include architectural monuments and valuable city-forming objects, as well as former administrative,
retail, and industrial premises. Each site's description includes key characteristics and a proposed development method (sale or long-term lease),
as well as potential intended use.

Digital services
An extract is provided to individuals and organizations for sites of municipal (local), regional and federal significance (with the exception of certain sites of federal significance, the state protection of which is carried out by the Ministry of Culture of the Russian Federation) and confirms that the object specified by the applicant is a cultural heritage site.

For the purposes of developing a land plot, an interested party may request information about the presence of cultural heritage sites on the land plot, the need for a historical and cultural expertise, as well as requirements for the use of territories within the boundaries of protected zones and territories of cultural heritage sites.

After conducting the state historical and cultural examination, it is necessary to obtain a decision from the body protecting cultural heritage sites on agreement or disagreement with the conclusions set out in the act of the state historical and cultural examination.
