Public-private partnership

The Nizhny Novgorod Region has unique experience in implementing public-private partnership projects and takes 2nd place in the Rating of Regions in terms of the level of development of public-private partnerships in 2023

In order to coordinate activities of executive bodies of the Nizhny Novgorod Region in the sphere of public-private partnership and concession, the Decree of the of the Nizhny Novgorod Region Government No. 722 of October 27, 2016 “On the Preparation and Implementation of Projects Based on Concession Agreements and Public Private Partnership Agreements and Assessing the Efficiency of Municipal Private Partnership Projects and Determining Their Comparative Advantages” was adopted.

Spheres of use of public-private partnerships:
Utility infrastructure
Transport infrastructure and road safety
Education, science, culture and sports
Environmental infrastructure for the processing, treatment, disposal and recycling of municipal solid waste
The following major infrastructure projects were implemented as a result of many years of cooperation between the Nizhny Novgorod Region Government and private businesses:
  • Construction of fitness centers


  • Construction of ice palaces


  • Construction of waste facilities


  • Creating a system of photo and video recording of traffic offences (more than 1000 cameras in the region)


  • Creation of a weight and dimension control system


  • Reconstruction of the regional automated system of centralized public warning


Currently, the possibility of implementing 9 more projects in the field of sports, road construction, etc. on the basis of public-private partnership and concession agreements is being studied.

The executive authority of the Nizhny Novgorod Region authorized in the field of public-private partnership and concessions is the Ministry of Economic Development and Investment of the Nizhny Novgorod region
