Council for development strategy and investment
The Development and Investment Strategy Council under the Nizhny Novgorod Region Governor was established in July 2018. The Council is a permanent collegial advisory body created to coordinate the actions of the executive authorities of the Nizhny Novgorod Region, territorial bodies of federal executive authorities and other organizations, regardless of their organizational and legal form, in order to develop and implement the Social and Economic Development Strategy of the Nizhny Novgorod Region until 2035, the creation of a favorable investment climate in the Nizhny Novgorod Region.
The Council is headed by the Chairman – the Governor of the Nizhny Novgorod Region. The Council includes representatives of state authorities of the Nizhny Novgorod Region, territorial bodies of federal executive authorities, financial and public organizations, representatives of the Nizhny Novgorod Region Development Corporation. The Council has a presidium.
Main objectives of the Council are:
- Implementation of interagency cooperation on the adjustment, development and implementation of the Strategy for the pursuance of certain priorities, goals and objectives of the social and economic development of the Nizhny Novgorod Region
- Preparation of proposals on the social and economic development and investment attraction
- Development of consolidated measures aimed at the creation of a new economic potential to ensure the sustainable development of the Nizhny Novgorod Region and social stability, as well as measures aimed at:
- the rapid development of high-tech sectors of the economy;
- technological development
(digitalization, green economy);
- import substitution;
- creating of a
favorable investment and business climate;
- development of transport, energy and
telecommunications infrastructure;
- development of the economic potential of the territories, the
creation of new “growth points” in cities and districts of the Nizhny Novgorod Region;

efficiency of the utility and public sector;
- spatial development of the Nizhny Novgorod Region;

Council for land and property relations
The Council for Land and Property Relations under the Government of the Nizhny Novgorod Region is authorized to consider issues related to the provision of land for construction.
The Council is a collegial deliberative body created to resolve land and property issues in the implementation of investment projects, public-private partnership projects, projects based on concession agreements, and the preservation and use of cultural heritage objects located in the Nizhny Novgorod Region.
The Council is headed by the Chairman – the minister of property and land relations of the Nizhny Novgorod Region. The Council is composed of heads of structural units of the Nizhny Novgorod Region Government, heads of territorial bodies of federal government authorities, heads of large municipalities and heads of leading enterprises in the region.
COUNCIL FUNCTIONS:
- Making decisions on the possibility of providing land plots for the implementation of investment projects submitted for consideration
- Decision-making on extending the terms of implementation of investment projects, on initiating consideration by local authorities of the issue of development of built-up areas
- Making decisions on the possibility of transferring land and land plots located on the territory of the Nizhny Novgorod region from one category to another, assigning land or land plots to a certain category
- Decision-making by results of consideration of offers on implementation of public-private partnership proposals on the conclusion of the concession agreement
- Decision-making on issues of execution of decisions of the investment Council under the Governor of Nizhny Novgorod region and of the decisions of the working group of the investment Council under the Governor of Nizhny Novgorod region under implementation
- Decision-making on the possibility of amending the agreement on implementation of investment projects in terms of changes in the volume of investment
- Making decisions on granting an investment project the status of a social object in accordance with the Temporary methodology for calculating compensation for social, transport and engineering infrastructure costs
- The statement "road map" implementation of the investment project, the consideration of issues related to amendments to the "road map" implementation of the investment project
- Recommendations in the field of preservation and use of objects of cultural heritage located on the territory of Nizhny Novgorod region, etc.

Institute of Investment Commissioners
For more expeditious and effective work on the implementation of investment projects at the regional and local levels, the Institute of Investment Commissioners was established, which represents the executive authorities, local authorities, territorial bodies of federal authorities and natural monopolies both on the territory of the Nizhny Novgorod Region and beyond.
Main goals:
- Creating favorable conditions for attracting investment capital and implementing investment projects in the region
- Creating an open information space in the implementation of investment activities in the region
Tasks of the Investment Commissioners:
- Interaction with the executive authorities of the Nizhny Novgorod Region and the Nizhny Novgorod Region Development Corporation on investment issues
- Assistance in eliminating administrative barriers from the side of administration when implementing investment projects
- Clarification and consultation on municipal support for investment activities, guarantees for investors in the region
The Institution of Investment Commissioners reduces the time required to obtain approvals and permits due to daily monitoring and involvement in the project and, therefore, significantly reduce the time of project implementation.

Development Institutes
Non-commercial organization "Industry Development and Venture Investment Fund of the Nizhny Novgorod Region" (NDF of the Nizhny Novgorod Region) was established in 2016 by the Government of the Nizhny Novgorod Region represented by the Ministry of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region.
The Nizhny Novgorod Region Industrial Development Fund provides targeted preferential financing for projects implemented within the framework of regional and joint programs with the federal Industrial Development Fund to support import substitution, the development and production of new high-tech and competitive civilian and dual-use products, digitalization and optimization of production processes, and increased labor productivity.
The Agency for the Development of the Entrepreneurship Guarantee System of the Nizhny Novgorod Region was established in 2009 by the Government of the Nizhny Novgorod Region represented by the Ministry of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region on the basis of the order of February 26, 2009 No. 337-r.
The main activity of the Agency is the provision of guarantees to small and medium-sized businesses of the Nizhny Novgorod Region.
The maximum amount of the guarantee issued is:
- for one borrower – up to 35 million rubles
- for a group of related companies – up to 50 million rubles
- under the "Sogarantiya" program (jointly with JSC "SME Corporation") – up to 1 billion rubles
- with the maximum amount of liability – under the surety agreement up to 70%
The term of the surety is up to 7 years.
The amount of remuneration for the surety is from 0.25% to 1.5% per annum of the surety amount, depending on the category of the borrower.
The Microcredit Company for Supporting Entrepreneurship in the Nizhny Novgorod Region was established by the Government of the Nizhny Novgorod Region represented by the Ministry of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region and is a state microfinance organization (GosMFO).
The main activity of GosMFO is the provision of preferential microloans to small and medium-sized businesses of the Nizhny Novgorod Region and (or) organizations that form the infrastructure for supporting small and medium-sized businesses, as well as individuals using the special tax regime "Tax on Professional Income" on the terms of urgency, payment, repayment, as well as the provision of services related to financial intermediation.
The current line of MFO products provides for the provision of microloans from 50 thousand to 5 million rubles for a period of up to 3 years at a rate of 5% to 15% depending on the category of the borrower.
In 2025, a new product was introduced that allows SMEs that have the current status of a partner of the National Unity Fund of the Nizhny Novgorod Region and (or) have retired SVO participants among their participants (founders, shareholders) to receive a loan at preferential rates from 5% to 13%. The amount for this type of loan is up to 5 million rubles for a period of up to 3 years.
State Institution "Nizhny Novgorod Innovative Business Incubator" (NIBI) is the management company of the "Ankudinovka" technology park, an organization of infrastructure for supporting high-tech entrepreneurship in the Nizhny Novgorod region, which carries out general coordination of support high-tech projects in the region.
NIBI manages three facilities: Nizhny Novgorod Innovative Business Incubator, "Ankudinovka" High-Tech Technopark and the technopark's business incubator. The total infrastructure area is 21,168.7 m2.
NIBI activities are based on the "one-stop shop" principle, which involves providing assistance in solving the maximum possible number of issues and problems that resident companies may have, from selecting and inspecting premises to issues of current activities and providing additional services.
Each company is assigned a personal innovation manager. All residents are in constant interaction with the technology park team and receive the following types of support from the Government of the Nizhny Novgorod Region:

- Assistance in finding sources of financing, holding presentation meetings for venture investors and delegations from other countries
- Consulting services in the field of financial activities
- Assistance in preparing for participation in regional and federal programs to support innovative projects and entrepreneurship

As of January 1, 2026, the overall occupancy rate of the technology park and innovative business incubator is 98%. Forty-five innovative and high-tech companies are residents. Furthermore, as part of the creation of an innovative ecosystem, the management company annually provides various support measures to more than 200 innovative and high-tech companies and projects that are not residents.
Main objective: comprehensive support and stimulation of entrepreneurial activity in the region in accordance with the federal project "Small and Medium-Sized Entrepreneurship and Support for Individual Entrepreneurial Initiatives".
Key areas of work: implementation of the projects "Supplier Day", "Interregional Business Missions", "Digital Business Growth: Access to Marketplaces", "Your Own Business", "Takeoff. Industrial Start" and seminars for SME.
Target audience: small and medium-sized businesses (SME) in the Nizhny Novgorod Region.
In 2019, as part of the national project "Small and Medium Entrepreneurship and Support for Individual Entrepreneurial Initiatives", a center for providing services to entrepreneurs was created in the region – "My Business" Center.
The main objectives of the "My Business" Center:
- Providing consulting services on opening and running a business
- Informing about government support measures
The Export Support Center of the Nizhny Novgorod Region provides services to export-oriented small and medium-sized businesses in accordance with the order of the Ministry of Economic Development of the Russian Federation dated October 29, 2025, No. 719:
- support of export contracts
- assistance in finding and selecting foreign buyers
- organization and conduct of business missions
- organization of participation of small and medium-sized businesses in international exhibition and fair events in the Russian Federation and abroad
- assistance in placing small and medium-sized businesses on international electronic trading platforms
- ensuring participation of small and medium-sized businesses in acceleration programs for the development of export activities
- assistance in bringing products and (or) the production process into compliance with the requirements of foreign markets
- assistance in organizing and implementing the transportation of products of small and medium-sized businesses intended for export
Also, the Center, together with the "School of Export" of the Russian Export Center, provides information and consulting support in the format of seminars to small and medium-sized businesses on export activities.
The Center for Import and Import Substitution of the Nizhny Novgorod Region provides assistance to enterprises in finding analogues of imported products that have fallen under sanctions, organizing parallel imports, and also in attracting state support funds for reengineering programs and growing technology companies to meet the requirements of large Russian corporations.
The Center is working to increase the involvement of industrial enterprises in the Nizhny Novgorod Region using support tools implemented with the participation of the Agency for Technological Development.
Since 2023, the region has been operating a production capacity platform "STANKOFOND: Let's Make It in Russia", through which entrepreneurs can exchange information on technological capabilities and available production capacities, track business needs and find partners to fulfill orders.
The Regional Competence Center of the Nizhny Novgorod Region was founded in 2018 by decision of the Management Committee of the priority program "Improving Labor Productivity" and currently operates on the premises of the Autonomous Non-Profit Organization "Corporation for the Development of Industry and Entrepreneurship of the Nizhny Novgorod Region" as part of the federal project "Labor Productivity."
Key areas of work: assisting businesses in optimizing processes: reducing time, inventory, transportation distances and increasing staff and equipment utilization.
The mission of the center is to improve the quality of goods and services and increase the competitiveness of the economy by fostering a culture of high performance among employees of regional organizations.
The Nizhny Novgorod Region Children's Goods Industry Enterprise Center coordinates the work of the children's goods industry cluster, develops industrial cooperation and helps businesses obtain government support for participation in regional and federal programs.
The cluster participants specialize in the production of children's goods (hygiene products, clothing, school uniforms, children's furniture, children's textiles, play equipment, toys and much more).
Cluster composition: 111 organizations.
The Labeling Center is a specialized division of the "Corporation for the Development of Industry and Entrepreneurship of the Nizhny Novgorod Region", established within the regional center "My Business." The Center's primary goal is to provide comprehensive consulting and technical support to small and medium-sized businesses on mandatory product labeling.
Center objectives:
- registration in the "Honest Sign" system;
- connection of product groups;
- filling out cards in the National Catalog;
- ordering and printing marking codes;
- organization of events: seminars, conferences aimed at conducting outreach work on current issues of product marking;
- consulting and technical support.
The innovative scientific and technological center "Quantum" Valley" is a territory with a special tax regime for innovative activities. Residents of the "Quantum" Valley" can receive tax benefits (income tax, VAT, property tax, insurance premiums), exemption from customs duties, easy obtaining of licenses for educational and medical activities. You can get a resident status remotely on the principle of extraterritoriality. The management company of ISTC "Quantum" Valley" is JSC "MC ISTC "Quantum" Valley". ISTC "Quantum" Valley" was established in accordance with a Decree of the Government of the Russian Federation No. 2133 of November 30, 2021.

The Agency for the Development of the Cluster Policy and Entrepreneurship of the Nizhny Novgorod Region was established in 2015 by the Decree of the Nizhny Novgorod Region Government No. 1438-r of August 04, 2015.
The founder is the Ministry of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region.

The Center for Innovation of the Social Sphere of the Nizhny Novgorod Region was established in August 2017 at the initiative of the Nizhny Novgorod Region Government at the Regional Ministry of Industry, Trade and Entrepreneurship with the methodological support of the Agency for Strategic Initiatives.
Main activities of the Center:
