Council for development strategy and investment
The Development and Investment Strategy Council under the Nizhny Novgorod Region Governor was established in July 2018.
The Council is a permanent collegial advisory body created to coordinate the actions of the executive authorities of the Nizhny Novgorod Region, territorial bodies of federal executive authorities and other organizations, regardless of their organizational and legal form, in order to develop and implement the Social and Economic Development Strategy of the Nizhny Novgorod Region until 2035, the creation of a favorable investment climate in the Nizhny Novgorod Region.
The Council is headed by the Chairman – the Governor of the Nizhny Novgorod Region. The Council includes representatives of state authorities of the Nizhny Novgorod Region, territorial bodies of federal executive authorities, financial and public organizations, representatives of the Nizhny Novgorod Region Development Corporation. The Council has a presidium.
Main objectives of the Council are:
- Implementation of interagency cooperation on the adjustment, development and implementation of the Strategy for the pursuance of certain priorities, goals and objectives of the social and economic development of the Nizhny Novgorod Region
- Preparation of proposals on the social and economic development and investment attraction
- Development of consolidated measures aimed at the creation of a new economic potential to ensure the sustainable development of the Nizhny Novgorod Region and social stability, as well as measures aimed at:
- the rapid development of high-tech sectors of the economy;
- technological development
(digitalization, green economy);
- import substitution;
- creating of a
favorable investment and business climate;
- development of transport, energy and

Council for land and property relations
The Council for Land and Property Relations under the Government of the Nizhny Novgorod Region is authorized to consider issues related to the provision of land for construction.
The Council is a collegial deliberative body created to resolve land and property issues in the implementation of investment projects, public-private partnership projects, projects based on concession agreements, and the preservation and use of cultural heritage objects located in the Nizhny Novgorod Region.
The Council is headed by the Chairman – the minister of property and land relations of the Nizhny Novgorod Region. The Council is composed of heads of structural units of the Nizhny Novgorod Region Government, heads of territorial bodies of federal government authorities, heads of large municipalities and heads of leading enterprises in the region.
COUNCIL FUNCTIONS:
- Making decisions on the possibility of providing land plots for the implementation of investment projects submitted for consideration
- Decision-making on extending the terms of implementation of investment projects, on initiating consideration by local authorities of the issue of development of built-up areas
- Making decisions on the possibility of transferring land and land plots located on the territory of the Nizhny Novgorod region from one category to another, assigning land or land plots to a certain category
- Decision-making by results of consideration of offers on implementation of public-private partnership proposals on the conclusion of the concession agreement
- Decision-making on issues of execution of decisions of the investment Council under the Governor of Nizhny Novgorod region and of the decisions of the working group of the investment Council under the Governor of Nizhny Novgorod region under implementation
- Decision-making on the possibility of amending the agreement on implementation of investment projects in terms of changes in the volume of investment
- Making decisions on granting an investment project the status of a social object in accordance with the Temporary methodology for calculating compensation for social, transport and engineering infrastructure costs
- The statement "road map" implementation of the investment project, the consideration of issues related to amendments to the "road map" implementation of the investment project

Institute of Investment Commissioners
For more expeditious and effective work on the implementation of investment projects at the regional and local levels, the Institute of Investment Commissioners was established, which represents the executive authorities, local authorities, territorial bodies of federal authorities and natural monopolies both on the territory of the Nizhny Novgorod Region and beyond.
Main goals:
- Creating favorable conditions for attracting investment capital and implementing investment projects in the region
- Creating an open information space in the implementation of investment activities in the region

The Institution of Investment Commissioners reduces the time required to obtain approvals and permits due to daily monitoring and involvement in the project and, therefore, significantly reduce the time of project implementation.

Development Institutes
The Industry Development Foundation was established at the initiative of the Ministry of Industry and Trade of the Russian Federation in order to modernize the Russian industry, to organize new enterprises and to achieve the import substitution.
The foundation was created by transforming the Russian Foudation for Technological Development.
The foundation offers preferential terms for co-financing projects aimed at developing new high-tech products, import substitution, export, leasing of production equipment, implementation of machine-building projects, digitalization of existing enterprises, manufacture of high-tech civilian and/or dual-use products by defense industry enterprises, manufacture of components, drug labeling and increasing performance.
The Foundation was established according by transforming the Non-Profit Organization "Foundation for the Promotion of Venture Investment in Small Enterprises in the Scientific and Technical Fields of the Nizhny Novgorod Region".
The Regional Foundation for the Development of Industry implements state support programs for industrial enterprises of the Nizhny Novgorod Region. The organization provides preferential loans for projects on the development and implementation of promising (advanced) technologies, the production of new competitive and high-tech products, as well as products with import-substituting and export potential.
The Foundation is operating in the main areas:
- Provision of targeted loans from RUB 5 to 50 million at rates of 1%, 5% and 8% per annum for up to 5 years under regional programs
- Provision of targeted loans from RUB 20 to 200 million at rates of 1% and 3% per annum for up to 5 years with co-financing with the RF Industry Development Foundation
- Consulting support for the programs of the RF Industry Development Foundation
- Consulting support on regional and federal measures to support the industry of the Nizhny Novgorod Region
The SME Corporation operates as a development institute in the field of small and medium-sized enterprises in order to coordinate the support to small and medium-sized enterprises (SMEs).
Joint Stock Company "Federal Corporation for the Development of Small and Medium-Sized Enterprises" (SME Corporation) is acting according to the Civil Code of the Russian Federation, the Federal Law No. 208-FZ of December 26, 1995 "On Joint Stock Companies", the Federal Law No. 209-FZ of July 24, 2007 "On the Development of Small and Medium-Sized Enterprises in the Russian Federation", the Decree of the President of the Russian Federation dated No. 287 of June 5, 2015 "On Measures for the Further Development of Small and Medium-Sized Enterprises", other legislative and regulatory documents of the Russian Federation.

The State Autonomous Institution "Center for the Development of Export of the Nizhny Novgorod Region" was established in order to implement the policy of the Nizhny Novgorod Region Government for creating, operating and developing a system of comprehensive support for export oriented small and medium enterprises of the Nizhny Novgorod Region.
The Center was founded by the Ministry of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region.
Consumers of public services are small and medium-sized businesses that produce and sell goods and services intended for export.
The main objectives of the Center are:

The Agency for the Development of the Guarantee System and Microcredit Company for Small and Medium-Sized Enterprises of the Nizhny Novgorod Region was established in March 2009 by the Nizhny Novgorod Region Government represented by the Ministry of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region.
The Agency’s main activities are:
- Providing guarantees for obligations (loans, leasing operations, bank guarantee agreements, etc.) of small and medium-sized enterprises and organizations of the infrastructure supporting small and medium-sized enterprises

The Agency for the Development of the Cluster Policy and Entrepreneurship of the Nizhny Novgorod Region was established in 2015 by the Decree of the Nizhny Novgorod Region Government No. 1438-r of August 04, 2015.

ICANN includes the largest international companies operating in the Nizhny Novgorod Region. ICANN is a business club for effective business and informal communication. ICANN currently has 43 members that are legal entities or individuals.

The SME Business Navigator is an information resource owned by the SME Corporation, designed to organize the provision of marketing and information support to SMEs.
It operates according to Part 2 of Article 25.1 of the Federal Law No. 209-FZ of July 24, 2007 on the Development of Small and Medium-Sized Enterprises in the Russian Federation.
Purposes of the SME Business Navigator:

Total revise of mandatory requirements, according to which legal and regulatory acts and mandatory requirements contained in them must be reviewed with the broad participation of the business and expert communities.
Objectives of the Regulatory Guillotine:

Electronic inspector is a self-checking service for self-monitoring entrepreneurs in various business areas.
The Electronic Inspector service helps entrepreneurs prepare for obtaining permits and state services (licenses, permits, rights, subsidies) for free and quickly and check their activity for compliance with Federal and regional legislation, identify shortcomings and get recommendations for their elimination without direct interaction with the government authorities.

The Mirror Check Register is a feedback mechanism for online obtaining an information from small and medium-sized business entities on the results of inspections and offences committed during their conduct, in order to compare them with the information contained in the Unified Check Register.
The use of the mechanism ("mirror register") will allow the entrepreneur to leave a feedback on the results of the checking. It is also possible to specify violations that, in the opinion of the entrepreneur, were made by the inspection bodies in the case of organizing and conducting the inspection with the response of the Prosecutor General's office of the Russian Federation and control and supervisory authorities to the detected offences.
As a result of consideration of the entrepreneur's application, he receives a substantive response from the Office of the Prosecutor General of the Russian Federation and (or) the supervisory authority to the email address specified in the application.
The purpose of the service is to prevent violations of mandatory requirements and reduce administrative pressure on business.
