Residents highly rated the performance of the Nizhny Novgorod “Kulibin” SEZ
The Development Corporation of the Nizhny Novgorod Region, the management company of the site, conducted a survey among the residents of the special economic zone “Kulibin”.
Based on the survey results, the rating for the seven months of 2026 amounted to 4.98 points out of 5. In the first half of 2025, the satisfaction coefficient was 4.94 points.
Investors assessed the effectiveness and accessibility of support measures, the range and level of satisfaction with the services provided by the investment infrastructure facility, and the availability of spaces in the SEZ.
“The Development Corporation strives to create the most comfortable conditions for the implementation of investment projects in the special economic zone. “Feedback” from current residents plays an important role in fostering a favorable investment climate; based on it, we introduce new practices in our work with investors and in our resident policy,” noted Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region.
For reference, the industrial special economic zone “Kulibin” was established in May 2020 on the territory of the Dzerzhinsk urban district. Today, the Dzerzhinsk part of the “Kulibin” SEZ covers an area of 724,7 hectares and includes the state site (416,7 ha), as well as private sites operated by DPO “Plastic”, “Oka Polymer”, and “Sintez OKA”. The private sites are already equipped with infrastructure. In November 2025, the Russian Government issued a resolution to expand the SEZ territory by another 117,7 hectares, incorporating a site in the city of Bor. The total area of the “Kulibin” SEZ now amounts to 842,4 hectares.
