Agreements have been signed for the construction of two clusters of the Innovative Scientific and Technological Center (ISTC) “Quantum” Valley” in Nizhny Novgorod.

AVA Group holding will be responsible for the construction of two out of the five ISTC clusters — “Sakharova” and “Delovaya”, located on the streets bearing the same names. A cluster is a complex of facilities that includes laboratories, research and production premises, and office spaces, as well as supporting infrastructure to ensure comfortable working conditions for employees of resident companies.

“The Nizhny Novgorod “Quantum” Valley” is a large‑scale and labor‑intensive project. It already involves 57 companies with projects totaling 33 billion rubles. Engaging a major holding company in the construction of two ISTC clusters is an important step towards the implementation of the entire project,” noted Egor Polyakov, Deputy Governor of the Nizhny Novgorod Region.

“The main goal of establishing the ISTC “Quantum” Valley” is to develop the region’s scientific and technological potential. Moreover, this mechanism aligns with the objectives for developing high‑tech sectors of the economy. The project for constructing the “Delovaya” and “Sakharova” clusters, with a total area of 4.56 hectares, will be implemented in stages,” said Artur Batursky, Deputy Chairman of the Government of the Nizhny Novgorod Region.

Commissioning of the facilities is scheduled for completion by 2030. The land plots for the project have been provided to AVA Group holding on sublease by the ISTC’s management company – the Development Corporation of the Nizhny Novgorod Region.

“The perimeter of the “Delovaya” and “Sakharova” clusters will include administrative and office buildings, as well as research, production, and laboratory buildings. Once the company completes the construction, residents will be able to purchase or lease the premises for the implementation of their projects. The ISTC project is in demand among investors. To date, it has 57 resident companies,” said Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region.

“The new project in Nizhny Novgorod aims to create modern infrastructure for high‑tech manufacturing and scientific research. Developing territories with preferential regimes will help make the ISTC sites an important element of the region’s innovation ecosystem, which will facilitate the attraction of new investments, advanced technologies, and talented specialists,” noted Konstantin Nikonorov, Director for Infrastructure Projects at AVA Group.

In total, the ISTC project encompasses five clusters: “Vysotskogo”, “Akimova”, “Delovaya”, “Sakharova”, and “Dzerzhinsk”. The “Sakharova” cluster consists of two plots, and AVA will develop one of them.

Sublease agreements for the land plots have already been concluded for the “Vysotskogo” and “Akimova” sites. The companies are currently at the design stage for the ISTC infrastructure facilities. The “Dzerzhinsk” cluster is being considered for the implementation of scientific projects in the chemical industry, with the aim of developing technologies and subsequently adapting them within the Special Economic Zone. An investor is currently being sought.

More details on obtaining resident status can be found on the INTC website: https://intc-nn.ru/. The management company and the ISTC Development Fund review the application and then decide whether to grant the applicant the corresponding status.

One of the key features of the INTC is a range of tax benefits for residents, who are exempt from paying income tax, property tax, and VAT for up to 10 years, while insurance contributions are paid at a single reduced rate.
