The construction of a complex with ready made industrial premises is planned on the territory of the “Kulibin” SEZ in Bor
The construction of an industrial and production complex is planned at the site of special economic zone “Kulibin” in Bor.
“We see great business interest in ready‑made industrial premises that are already provided with all the necessary utility networks. We have involved the large AVA Group holding in addressing this task. The combination of the preferential conditions of SEZ and the ready‑made premises will allow companies to significantly reduce the time required to implement their projects. I am confident that this will make the region even more attractive for investment,” said Egor Polyakov, Deputy Governor of the Nizhny Novgorod Region.
The project to construct the complex, with a total area of up to 90,000 sq. meters, will be implemented in three stages. The first stage is planned to be commissioned in 2029.
“The creation of a large industrial and production complex in Bor is an important step towards meeting the business demand for turnkey sites. The investor will be able to sell the premises or lease them to SEZ residents. The planned investment volume is 3.5 billion rubles,” said Artur Batursky, Deputy Chairman of the Government of the Nizhny Novgorod Region.
The land plot for the project has been leased to the AVA Group holding by the management company of the “Kulibin” SEZ – the Nizhny Novgorod Region Development Corporation.
“Systematic work is underway in the Nizhny Novgorod Region to develop the investment infrastructure. Most of the industrial and production buildings at the site in Dzerzhinsk have already been reserved by residents, even though the facilities have not yet been commissioned. We expect that the future complex will attract even more investors to the “Kulibin” SEZ,” said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
For reference, the industrial special economic zone “Kulibin” was established in May 2020 on the territory of the Dzerzhinsk urban district. Today, the Dzerzhinsk part of the “Kulibin” SEZ covers an area of 724,7 hectares and includes the state site (416,7 ha), as well as private sites operated by DPO “Plastic”, “Oka‑Polymer”, and “Sintez OKA”. The private sites are already equipped with infrastructure. In November 2025, the Russian Government issued a resolution to expand the SEZ territory by another 117,7 hectares, incorporating a site in the city of Bor. The total area of the “Kulibin” SEZ now amounts to 842,4 hectares.
