The Nizhny Novgorod “Kulibin” SEZ confirmed its status as one of the most customer oriented industrial sites in Russia
The Nizhny Novgorod special economic zone (SEZ) “Kulibin” has retained its place in the top-3 of the ranking of customer‑oriented industrial parks and special economic zones compiled by the “Expert” analytical center. In total, the ranking’s website provides information on the top-50 industrial sites in Russia.
Three parameters were taken into account when compiling the ranking: services (sale and lease of land plots, sale and lease of ready‑made premises, premises for accommodating light‑scale production facilities, personnel recruitment services, logistics and warehousing services, customs services), cost of resources and information transparency. Based on the experts’ assessment, the “Kulibin” SEZ scored a total of 94.1 points out of 100 possible. In 2025, the Nizhny Novgorod site scored a total of 92.4 points. The growth was achieved due to the “Services” indicator, which scored 100 points (compared to 91.7 points last year).
The “Expert” analytical center has also compiled rankings of site management companies based on their contribution to the country’s and the host region’s economy. The Development Corporation has retained the 8th and 10th places in these rankings, respectively. These rankings assessed the residents’ revenue for the past year, the number of jobs created by the residents and the residents’ investments for the year.
“Although the position in the ranking has remained the same, our site’s indicators are higher than last year’s. The Corporation’s team is constantly working to attract major investors and maintains contact with existing residents. Thanks to this, the “Kulibin” SEZ is actively developing – it already has 58 resident companies. Moreover, last year the territory in the city of Bor became part of it,” said Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region.
For reference, the industrial special economic zone “Kulibin” was established in May 2020 on the territory of the Dzerzhinsk urban district. Today, the Dzerzhinsk part of the “Kulibin” SEZ covers an area of 724,7 hectares and includes the state site (416,7 ha), as well as private sites operated by DPO “Plastic”, “Oka‑Polymer”, and “Sintez OKA”. The private sites are already equipped with infrastructure. In November 2025, the Russian Government issued a resolution to expand the SEZ territory by another 117,7 hectares, incorporating a site in the city of Bor. The total area of the “Kulibin” SEZ now amounts to 842,4 hectares.
