Residents of SEZ “Kulibin” allocated more than 31 billion rubles for establishing new production facilities
Residents of special economic zone (SEZ) “Kulibin” have invested 31.47 billion rubles in setting up their production facilities since the site began operating and have created over 1 100 jobs. The SEZ was established in May 2020 in Dzerzhinsk.
“In the context of a tight monetary policy, the preferential conditions for doing business in the SEZ and the ready‑made infrastructure attract major investors both fr om the Nizhny Novgorod Region and from other regions and countries. For the region, this means the emergence of new production facilities and the creation of new jobs, including high‑productivity ones. Currently, 58 companies are residents of the “Kulibin” SEZ. More than half of them operate in the chemical sector,” noted Egor Polyakov, Deputy Governor of the Nizhny Novgorod Region.
The projects’ areas of specialization include mechanical engineering and metallurgy, production of consumer goods (cardboard, corrugated paper, egg cartons, household chemicals, etc.), building materials and conducting research and development (R&D) activities. 55 residents are located at the site in Dzerzhinsk, and three are in the city of Bor. The total declared volume of investments under their projects amounts to more than 164 billion rubles, and the creation of over 7 400 jobs is planned.
“At the state‑owned SEZ site in Dzerzhinsk, which covers more than 416 hectares, the construction of the necessary infrastructure is currently underway. To date, work on establishing gas and electricity supply networks has already been completed. Local wastewater treatment facilities and roads are at an advanced stage of readiness. In parallel, industrial production buildings and an administrative building are being constructed. Utility networks, roofing, and the installation of metal structures, reinforced concrete structures, and facade panels are underway at the facilities,” said Artur Batursky, Deputy Chairman of the Government of the Nizhny Novgorod Region.
The management company of the “Kulibin” SEZ is the Nizhny Novgorod Region Development Corporation.
“Currently, construction of 12 enterprises has already been completed in the “Kulibin” SEZ. Most of them have already started production activities. We are striving to create the most comfortable conditions possible at the site for implementing investment projects, while simultaneously working to attract new major companies to the region,” noted Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.

Just six years ago, there was a field here, and today there are nearly 60 resident companies and more than a dozen operating enterprises. We are not just constructing buildings – we are creating a truly functioning ecosystem for business. SEZ residents receive significant tax incentives, and the necessary infrastructure has been created for investors. Today’s successes are the best indicator that we are on the right track, creating conditions for technological leadership and economic growth,” commented Evgeny Lyulin, Chairman of the Legislative Assembly of the Nizhny Novgorod Region and member of the United Russia party faction.
For reference, the Dzerzhinsk part of the “Kulibin” SEZ covers an area of 724,7 hectares and includes the state site (416,7 ha), as well as private sites operated by DPO “Plastic”, “Oka‑Polymer”, and “Sintez OKA”. The private sites are already equipped with infrastructure. In November 2025, the Russian Government issued a resolution to expand the SEZ territory by another 117,7 hectares, incorporating a site in the city of Bor. The total area of the “Kulibin” SEZ now amounts to 842,4 hectares.
