The training program for business “Issuer School” is planned to be launched in the Nizhny Novgorod Region
The Governor of the Nizhny Novgorod Region, Secretary of the Nizhny Novgorod regional branch of the “United Russia” party Gleb Nikitin, Director General of the Regional Development Corporation Igor Ishchenko, and Head of the Volgo‑Vyatka Branch of the Bank of Russia Andrey Popov signed a cooperation agreement for the implementation of the “Issuer School” program. The signing ceremony took place as part of the business segment of the conference “Digital Industry of Industrial Russia” (“TSIPR‑2026”) in Nizhny Novgorod.“The training program “Issuer School” is aimed at preparing Nizhny Novgorod companies to attract financial instruments beyond bank lending: digital financial assets, bonds and shares. In the context of a tight monetary policy, this skill becomes critically important for entrepreneurs. Diversifying funding sources will help stimulate the investment development of enterprises and attract more extrabudgetary resources to launch projects that are needed by businesses and the region,” said Gleb Nikitin.
The target audience of the program is medium‑sized and large companies considering entering the public market within a 2-5‑year horizon.
“We see business interest in diversifying the funding sources for their enterprises, as the current level of credit rates is too high for many companies. We expect the program to increase the popularity of various financial instruments in the Nizhny Novgorod Region and reduce enterprises’ dependence on bank lending when implementing new projects,” noted Igor Ishchenko.
It is planned that speakers of the program will include representatives of the Bank of Russia, major consulting and investment companies.
“Issuer School” is not just lectures about the stock market. It is a guide from practitioners, a step‑by‑step business plan for preparing to issue securities and digital financial assets. It is important that, as a result of the training, companies will be able to modernize their business models and prepare to use the most up‑to‑date instruments for raising funds in the public market. This will enhance the economy’s resilience and give a new impetus to business development in the Nizhny Novgorod Region,” emphasized Andrey Popov.
For reference, the 11th conference “Digital Industry of Industrial Russia” (“TSIPR”) is being held in Nizhny Novgorod from 18 to 21 May 2026. The event is supported by the Government of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation and the Government of the Nizhny Novgorod Region. The conference is organized by the OMG company.
