Nizhny Novgorod practices for improving the investment climate were presented within the federal program “Management Excellence” in Moscow
The regional management team of the Nizhny Novgorod Region took part in a new stage of training under the federal program “Management Excellence: Developing Regional Teams”. The program is implemented by the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA), in cooperation with the Ministry of Economic Development of the Russian Federation.
The Nizhny Novgorod Region team included Vladimir Eremenko, Deputy Minister of Property and Land Relations; Irina Averina, Deputy Minister of Urban Development and Agglomeration Development; Alexander Kononov, Deputy Head of Dzerzhinsk; Anton Garanin, Deputy Director of JSC “Nizhny Novgorod Region Development Corporation”; Pavel Solodkiy, Chairman of the Nizhny Novgorod Regional Branch of the All‑Russian Public Organization “Business Russia”; Yuri Shevyakov, Deputy Director of “Nizhnovenergo”; as well as representatives of other executive bodies, municipal administrations, and regional development institutions that interact with investors.
At a panel session organized by the Agency for Strategic Initiatives, Anton Garanin presented the region’s best practices for improving the investment climate.
Members of the regional team described the systematic work on implementing digital services for investors. The Nizhny Novgorod Region is optimizing the entire investment and construction cycle — from selecting a land plot and amending urban development documents to putting a facility into operation. The steps taken towards digitalization have already reduced the time required to provide such services to investors by 30%.
The new phase of work involves further streamlining procedures, with a focus on eliminating remaining administrative barriers, synchronizing inter‑agency processes, and expanding the capabilities of digital services. For instance, since February 2026, the service “Obtaining permission for a conditionally permitted type of land use or capital construction facility” has been available in personal accounts of the State System for Ensuring Urban Development Activities of the Nizhny Novgorod Region (GISOGD). As noted by the Nizhny Novgorod Region Development Corporation, this is the first stage of fully digitalizing the process of amending urban development documents, which will increase the transparency of procedures and shorten the time they take.
“The main tasks facing the investment block of the Nizhny Novgorod Region are not only to reduce timeframes but also to provide high‑quality project support, coordinate major initiatives aimed at regional development, involve cultural heritage sites in economic circulation, and attract investment for their restoration. This is exactly what we are actively working on now,” emphasized Artur Batursky, Acting Deputy Chairperson of the Government of the Nizhny Novgorod Region.
A section on investment projects in the field of cultural heritage sites (OKN) has been launched on the Nizhny Novgorod Region investment portal: https://nn-invest.ru/en/support/okn/. The section features a “Showcase of OKN Projects”, through which users can review a list of sites available for investment and subsequent commercialization.
Special attention in the region is also given to developing preferential territories. For example, in November 2025, the Russian Government approved the expansion of the special economic zone (SEZ) “Kulibin” by including a territory in the city of Bor with a total area of 117.7 ha. As a result, the total area of the SEZ has reached 842{,}4 ha.
In the Volodarsky District, the construction of the region’s first state‑owned industrial park is planned, equipped with all the infrastructure necessary for investors.
“The investment team of the Nizhny Novgorod Region pursues a proactive investment policy aimed not only at attracting new investors but also at creating conditions for the sustainable development of existing enterprises. This work includes both administrative and infrastructural solutions. We are always ready to share best practices with colleagues from other regions, as building a comfortable investment climate in each individual region contributes to the development of the entire country,” said Anton Garanin.
It should be recalled that the Nizhny Novgorod Region Development Corporation was established in 2018 on the initiative of Governor Gleb Nikitin. The organization operates as a one‑stop shop and supports project implementation at all stages – from providing information about the region, possible support measures, and site inspections of investment locations to putting a facility into operation. It assumes responsibility for interaction with executive authorities, local self‑government bodies, natural monopolies, and other organizations.
Investors can seek consultations from the Nizhny Novgorod Region Development Corporation via the investment portal, a chatbot, the feedback form, or using the contact numbers listed in the “Contacts” section. Entrepreneurs also have access to the “Report an Issue” service. By using this tool, any entrepreneur can report difficulties encountered during investment project implementation and receive the necessary consulting support on the matter.
