The Development Corporation of the Nizhny Novgorod Region launched the fifth investment route for students at the “Kulibin” SEZ

The Development Corporation of the Nizhny Novgorod Region, in partnership with LLC “RT‑Composite Gas Cylinders” – a resident of special economic zone (SEZ) “Kulibin” – has launched a new investment route for university and secondary vocational education students. The company specializes in the production of gas cylinders.

“More and more companies are joining our initiative to organize student tours, and we plan to expand this practice further. For students, this is an excellent opportunity to get acquainted with the production processes firsthand and map out their future career paths. For residents, it’s a way to attract promising specialists who are already familiar with the technologies used at their facilities,” said Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region – the management company of the “Kulibin” SEZ.

16 students from the Dzerzhinsk Technical College, enrolled in the program “Installation, Commissioning, and Operation of Electrical Equipment in Industrial and Civil Buildings”, were the first to take the new investment route at the enterprise. They learned about the production technology for polymer‑composite gas cylinders, working conditions at the facility, and internship opportunities.

“One of our company’s priority development goals is to attract young, promising, ambitious, and active professionals. I am confident that our production is highly attractive to potential employees due to the robotization and automation of many technological operations,” noted Dmitry Klyanov, Director General of LLC “RT‑Composite Gas Cylinders”.

Currently, Nizhny Novgorod students can take guided tours of the production site of “Sintez OKA” group of companies, which is part of the “Kulibin” SEZ, as well as facilities operated by resident companies “RusSilika”, “Plastmatika”, “Homa Company”, and “RT‑Composite Gas Cylinders”. The student tour program at the “Kulibin” SEZ enterprises was launched in October 2025. Since then, more than 100 students have taken part in the investment routes.

For reference, the industrial special economic zone “Kulibin” was established in May 2020 on the territory of the Dzerzhinsk urban district. In 2023, the SEZ area was expanded to 724 hectares. In November 2025, the Russian Government issued a resolution to further expand the SEZ territory to 842 hectares by incorporating a site in the city of Bor.

The preferential terms of the territory allow residents to reduce profit tax rates from 25% to 2% in the first 5 years, to 5% in the following 5 years, and to 14.5% thereafter. Residents are also exempt from property tax, land tax, and transport tax. The profit tax benefit applies starting from the tax period in which a resident first generates profit. To date, the total investment volume for projects approved by the Expert Council exceeds 166 billion rubles.
