The construction readiness of infrastructure at the state site of the special economic zone (SEZ) “Kulibin” in Dzerzhinsk reached 70%
The state site occupies most of the total area of SEZ in Dzerzhinsk — 416 out of 724.7 hectares. Currently, builders are working on water supply and sewage networks, as well as on the construction of two checkpoint facilities (CPs).
In addition, nine industrial production buildings (IPBs) and one administrative building are being constructed in parallel. At the sites, foundation work is underway, along with the installation of metal structures, reinforced concrete elements, and facade panels.
“The Nizhny Novgorod Region is systematically working to create comfortable conditions for investors, and the “Kulibin” SEZ plays a key role in this process, attracting major investors from across the country to the region. Residents are offered not only tax incentives but also fully prepared infrastructure for construction, which significantly simplifies the establishment of new enterprises,” emphasized Gleb Nikitin, Governor of the Nizhny Novgorod Region.

“The “Kulibin” SEZ is actively developing, as evidenced by both sustained business interest and its positions in federal rankings. In 2025, the site ranked fourth in the National Rating of Investment Attractiveness of Russia’s SEZs, and the number of residents reached 55 companies planning to invest over 167 billion rubles in their projects. The creation of infrastructure at the state site will mark another important milestone in the development history of our SEZ,” noted Andrey Sanosyan, Deputy Governor of the Nizhny Novgorod Region.
The managing company of the “Kulibin” SEZ is the Development Corporation of the Nizhny Novgorod Region.
“A significant portion of residents in Dzerzhinsk are implementing their projects at the state site. We are creating all necessary conditions for investors to launch enterprises comfortably. Work on gas and electricity supply networks has already been completed, while the road network and parking areas are 90% ready. The development of infrastructure at the state site is scheduled for completion in 2026,” said Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region.
For reference, the industrial special economic zone “Kulibin” was established in May 2020 on the territory of the Dzerzhinsk urban district. Today, the Dzerzhinsk part of the “Kulibin” SEZ covers an area of 724 hectares and includes the state site (415 ha), as well as private sites operated by DPO “Plastic”, “Oka‑Polymer”, and “Sintez OKA”. The private sites are already equipped with infrastructure. In November 2025, the Russian Government issued a resolution to expand the SEZ territory by another 117 hectares, incorporating a site in the city of Bor. The total area of the “Kulibin” SEZ now amounts to 842 hectares.
