Educational programs to meet the personnel needs of residents of special economic zone (SEZ) “Kulibin” are planned to be launched in 2026
Specialized educational programs for training personnel for residents of special economic zone (SEZ) “Kulibin” are planned to be launched at universities and secondary vocational education institutions in 2026. This initiative was approved during a meeting between the Nizhny Novgorod Region Development Corporation (management company of SEZ “Kulibin”) and the residents. More than 20 representatives of the companies’ HR departments participated in the event dedicated to staff recruitment for enterprises.
As part of implementing the personnel support program for residents, at least 3 educational and practical programs tailored to the personnel needs of residents are scheduled for 2026. The plan also includes organizing internships at SEZ enterprises and expanding the pool of partners among educational institutions in the Nizhny Novgorod Region. Specific areas and partner organizations are currently under development.
Also, during the event, the results of the program’s implementation in 2025 were summarized. More than 10 universities and secondary vocational education organizations assisted in training personnel and attracting job seekers for the residents. Over 250 people were employed at the site’s enterprises. The Development Corporation, together with residents and regional educational institutions, held approximately 70 events, during which more than 5 000 students and graduates learned about career opportunities at SEZ «Kulibin».
In addition, the event participants discussed developing additional education programs in accordance with the residents’ requests and organizing branded spaces for companies within regional educational institutions.
“The comprehensive personnel support program for residents has been implemented since August 2025. During this time, the number of unfilled vacancies at SEZ enterprises has decreased by more than 50%. We maintain constant contact with investors, assist them in interacting with educational institutions, and work to promote the site among students and graduates in relevant fields. We are also working on establishing specialized departments at leading regional universities to train specialists according to the residents’ needs”, – said Roman Zolotov, Head of the Directorate for Developing Human Resources and Educational Potential of Investment Projects at the Development Corporation.
At present, more than 70 vacancies of various skill levels are open at the enterprises of the SEZ “Kulibin”. Out of these, 13% are for candidates without work experience, 6 % require 1 to 3 years of experience, and 24% are available only for experienced specialists with more than 3 years of work experience. The most sought‑after positions include chemical analysis laboratory assistants, process operators, laboratory engineers, and process engineers.
