More than 160 meetings between the leadership of the Nizhny Novgorod Region and the business community took place in 2025.
Meetings between businesses and the Governor, his deputies, and heads of municipalities have been held regularly in the region since 2018. During these meetings, issues of varying complexity are addressed, and proposals to simplify and improve the convenience of doing business are considered. In 2025, more than 4 000 people participated in such meetings, including representatives of industrial enterprises, small and medium‑sized businesses, business associations, executive bodies, municipal entities, and development institutions.
“In economically challenging times, we need to be even more engaged with entrepreneurs’ problems, so direct dialogue is an important format for me personally. I greatly appreciate the openness and utmost constructiveness of Nizhny Novgorod businesses at these meetings. Entrepreneurs identify pain points and also draw our attention to systemic issues”, — noted Gleb Nikitin, Governor of the Nizhny Novgorod region.
Some of the issues raised by businesses during the meeting with the Governor in November were resolved by the end of 2025. For example, the executive bodies organized interaction between LLC “Stroymekhanizatsiya” and a utility service provider, which helped resolve existing disagreements and conclude an agreement on connecting to the networks.
Additionally, to support the livestock farming enterprise JSC “Tepelevo”, the government initiated the procedure to transfer a federal land plot into regional ownership, with the intention of subsequently leasing the land to the investor.
“We meet with businesses regularly and strive to respond promptly to the issues raised. Based on entrepreneurs’ appeals, regional support measures are adjusted and administrative processes are fine‑tuned. Common topics include reducing the timeframes for connecting enterprises to engineering networks, eliminating redundant approval procedures for launching new production facilities, and expanding existing sites. Moreover, the Nizhny Novgorod Region operates a feedback platform on „Gosuslugi“,and a hotline for businesses with the short number „0052“ has been launched”, – noted Egor Polyakov, Deputy Governor of the Nizhny Novgorod Region.
Issues raised during the meetings may not be resolved immediately due to their complexity, multi‑stage nature, and the large number of agencies involved in addressing the situation. Nevertheless, none of these issues is left unattended, and each one remains under monitoring until final resolution.
To address disputes that arise for businesses, the Nizhny Novgorod region also has an investment committee (the Strategy Development and Investment Council under the Governor of the Nizhny Novgorod region). A request to discuss an issue at the council can be submitted using a form on the region’s investment portal. The investment committee is an element of the regional investment standard. The goal of the investment standard is to create conditions for the successful implementation of investment projects and to shorten the investor’s journey from the initial idea to making capital investments.
