More than 20 enterprises were commissioned in 2025 with the support of the Nizhny Novgorod Region Development Corporation

With the support of the Nizhny Novgorod Region Development Corporation, 22 enterprises were commissioned in 2025. The total investment in their establishment exceeded 22 billion rubles, and more than 700 jobs were created.

Improving the quality of work with investors and providing them with support have been included in the objectives of the national project «Effective and Competitive Economy», initiated by Russian President Vladimir Putin, starting from 2025.

«In the context of the current monetary policy, support received during the implementation of projects in areas with preferential tax regimes – in our special economic zone «Kulibin» and in advanced development territories – is becoming increasingly important for businesses. For instance, the production of silica gels and silica sols by «RusSilika» was launched in the SEZ in Dzerzhinsk, while the full‑cycle metalworking production «IronTech» and the production of prefabricated houses from laminated veneer lumber «Forami» were commissioned in the advanced development territory «Volodarsk», – noted Andrey Sanosyan, Deputy Governor of the Nizhny Novgorod Region.

Also this year, a new production line for geotextiles was launched in the Volodarsk district; fish farming, canned food production, and fish feed production were modernized in Kulebaki; a hotel was built in Chkalovsk; and other projects in tourism, agro‑industrial complex, food, and light industries were implemented.

During the year, specialists from the Development Corporation selected 138 sites for entrepreneurs to implement investment projects. Meanwhile, territorial managers of the Corporation provided consultations to more than 400 entrepreneurs and held over 30 meetings with the business community in municipalities.

Currently, the Nizhny Novgorod Region Development Corporation is supporting more than 360 investment projects, with a total investment volume exceeding 372 billion rubles. More than 120 projects worth over 150 billion rubles were taken under support.

Preferential conditions in special economic zones (SEZs) allow residents to reduce profit tax rates from 25 % to 2 % in the first 5 years, to 5 % in the following 5 years, and to 14.5 % thereafter. Additionally, residents are exempt from property and land taxes, as well as from transport tax. The profit tax benefit starts from the tax period in which the resident first generates profit.

For residents of advanced development territories (ADTs), zero rates apply for land and property taxes. The federal profit tax rate is also zero for 5 years from the moment the first profit is generated, along with a reduced rate under the simplified taxation system. The regional profit tax rate is 5 % for the first 5 years and 10 % for the next five. Moreover, residents who obtained their status within the first three years of the ADT’s establishment benefit from preferential rates for social fund contributions: 6 % for mandatory pension insurance, 1.5 % for social insurance, and 0.1 % for medical insurance.

It should be recalled that in 2025 the Nizhny Novgorod Region confirmed its status as one of the leading regions in the ASI National Investment Climate Rating.
