Expert Council for SEZ «Kulibin» development approves four projects with over 3.5 billion rubles in total investment
The Expert Council for the development of special economic zone (SEZ) «Kulibin», located in Dzerzhinsk, Nizhny Novgorod Region, has approved four projects aimed at establishing production facilities in the construction, food, petrochemical, and automotive industries. The meeting was chaired by Andrey Sanosyan, Deputy Governor of the Nizhny Novgorod Region.
«To date, the SEZ Expert Council has approved 49 projects with a total investment volume exceeding 148 billion rubles. The projects approved today not only involve significant investment but also focus on import substitution in several industries, contributing to the country’s economic sovereignty and positively impacting the regional economy», – said Andrey Sanosyan.
Key projects approved:
LLC «Tekhnbetongrupp» plans to launch Russia’s first production facility for autoclaved reinforced aerated concrete panels and prefab structures (a construction technology using factory‑made ready‑to‑assemble components) for civil infrastructure projects. The aim is to meet consumer demand in the construction materials market in Russia and the CIS countries. The project involves around 2.2 billion rubles in investment and will create 85 jobs.
LLC «Novy Vodorod» intends to build an industrial complex for producing high‑purity hydrogen for the petrochemical industry. This is essential for manufacturing absolute isopropyl alcohol, hydrogen peroxide, cyan salts, and other products. The investor plans to inject over 990 million rubles into the project, creating 24 jobs.
Another company plans to establish production of barrier flexible and rigid thermoformed packaging used for vacuum bags in food packaging, automatic packaging lines, and other widely used food‑industry packaging solutions. The project requires 105 million rubles in investment and will generate 56 jobs.
LLC «VolgaTekh DS» plans to implement a project to produce electronic automotive components, control units, and modules for passenger cars. The investor intends to invest 250 million rubles, creating 33 jobs.
Additionally, the Expert Council approved amendments to an existing project by LLC «Feliks TS», an SEZ resident chemical company. The changes concern expanding the product range, investment volume, and number of jobs. In addition to superconcentrates, concentrates, and inhibiting additives for special automotive fluids, the company plans to produce special‑purpose fluids, polyethylene glycol ethers, polyesters, hydraulic fluids, butyl ethers and derivatives, as well as industrial and household chemicals. As a result, total investment in the project has increased from 212 million to 1.7 billion rubles, and the number of jobs will rise from 35 to 135.
The managing company of the SEZ «Kulibin» is the Nizhny Novgorod Region Development Corporation.
«The projects approved today are largely unique for our country, addressing key needs in the food, automotive, petrochemical, and construction industries. Moreover, some projects are designed to foster cooperation among SEZ residents from the outset. The Development Corporation will provide the necessary support to ensure their successful launch», – noted Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
