Representatives of the Development Corporation discussed infrastructure development and personnel provision issues with residents of the “Kulibin” SEZ
The managing company of the “Kulibin” special economic zone (SEZ) in Dzerzhinsk – the Nizhny Novgorod Region Development Corporation – held its quarterly meeting with SEZ residents.Vadim Zhogan, Deputy General Director for Capital Construction at the Development Corporation, reported on the progress of construction work at the SEZ's state-owned site. Currently, construction teams are working on utility networks, telecommunication systems, roads and sidewalks, parking lots, and two checkpoints. Work continues on four industrial buildings and one administrative building.
It was specifically noted that the utility construction schedule aligns with enterprise commissioning timelines. A network of temporary roads has been organized to provide residents access to their sites.
Another topic was housing provision for future enterprise employees. Opposite Lesnaya Polyana village, a residential complex is planned for 2027-2032, including buildings of various heights, a kindergarten, school, and other social infrastructure.
Roman Zolotov, Head of the Investment Projects Personnel and Educational Potential Development Directorate, spoke about candidate selection according to residents' needs using the Development Corporation's resources, candidate testing, investor participation in career guidance events, and organizing student internships at SEZ enterprises.
Other discussion points included using the special "Kulibin" mark on products, implementing electric autonomous transport logistics within the SEZ, low-carbon development strategy, and other matters.
"The site is actively gaining residents, with some already starting or preparing to start construction. Therefore, it's important to keep them informed about the SEZ's development. Such meetings allow us to stay updated, quickly receive investor feedback, and hear their suggestions for improving the management company's services," noted Igor Ishchenko, General Director of the Nizhny Novgorod Region Development Corporation.
The industrial-production type “Kulibin” SEZ was established in May 2020. In spring 2023, its area increased tenfold to 724.7 hectares. In November 2024, an expansion application was submitted for territory within Bor municipal district. The SEZ currently comprises state-owned land (over 400 ha) and private sites of DPO “Plastik”, “Oka-Polymer” and “Sintez OKA”. To date, 39 companies have passed the SEZ's expert council.
SEZ preferential terms reduce resident companies' profit tax from 25% to 2% for the first 5 profit-making years, 5% for the next 5 years, and 14.5% thereafter, while establishing zero rates for property, land and transport taxes. Profit tax benefits begin in the fiscal year when a resident company first turns profitable.
Since 2025, "Boosting Investment Activity" has been one of the federal projects of the national "Efficient and Competitive Economy" initiative. The project aims to create transparent business conditions, distribute risks between the state and investors, and provide systemic support measures to increase the investment share in GRP.
