SEZ “Kulibin” in Dzerzhinsk attracts 30 new residents since its expansion in 2023

Since its expansion fr om 72 to 724.7 hectares in March 2023, the "Kulibin" special economic zone (SEZ) in Dzerzhinsk has welcomed 30 new resident companies.

“Our SEZ is recognized by experts as one of the most dynamically developing special economic zones. To date, current and potential residents of the “Kulibin” SEZ have occupied over 270 hectares – more than 60% of the usable area of the preferential territory. Meanwhile, the state-owned site, wh ere active construction of engineering and transport infrastructure is underway, is already over 80% occupied,” said Andrei Sanosyan, Deputy Governor of the Nizhny Novgorod Region.

Currently, the “Kulibin” SEZ has 36 resident companies, with the expert council approving 39 projects totaling 123 billion rubles in investments. These projects span chemicals and petrochemicals, machinery and metallurgy, and consumer goods production, aiming to create over 5,500 jobs.

Potential investors are also exploring opportunities to establish production facilities in industrial and manufacturing complexes. Plans include constructing one administrative building and nine industrial complexes, fully equipped with necessary utility networks.

The "Kulibin" SEZ is managed by JSC “Nizhny Novgorod Region Development Corporation”.

“Investor interest in the “Kulibin” SEZ remains strong, with the site actively filling up. Around 10 companies are preparing documents to apply for resident status. In light of this, at the end of last year, we submitted a request to expand the SEZ territory to include the site in the city of Bor and are considering sites in other municipalities. We strive to create the most favorable conditions for residents, enabling several companies to expand existing projects and launch new ones,” noted Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.

In 2024, the “Kulibin” SEZ ranked among the top-5 in the VIII National Investment Attractiveness Rating of Russian SEZs and was recognized in the “Most Dynamically Developing SEZ” category.

Since 2025, “Boosting Investment Activity” has been a federal project under the national initiative “Efficient and Competitive Economy.” Its goals include creating transparent business conditions, risk-sharing between the state and investors, and providing systemic support to increase the share of investments in GDP.

The “Kulibin” special economic zone was created in May 2020 on the territory of the urban district of Dzerzhinsk. In 2023, the area of ​​the SEZ was increased to 724 hectares. The SEZ territory includes the state site (more than 400 hectares), as well as private sites of DPO “Plastic”, “Oka-Polymer” and “Sintez Oka”.

The preferential conditions of SEZ reduce the tax rates on profit for its residents from 25% to 2% in the first 5 years from the moment of receiving the first profit, to 5% in the next 5 years and 14.5% thereafter, and also establish zero rates for property, land and transport taxes. The effect of the profit tax benefit begins from the tax period in which the resident company first receives profit.

The procedure for obtaining resident status includes determining a site for the implementation of the project together with the management company, registering a legal entity in the territory of the urban district of Dzerzhinsk. In addition, a number of documents must be submitted to the management company: an application for concluding an agreement, a financial model and a passport of the investment project, copies of constituent documents, a certificate of registration of a legal entity and a certificate of registration with the tax authority, a certificate of no debt, documents confirming the financing of the investment project. Then the investor defends the project at the expert council, then a tripartite agreement is concluded with the Nizhny Novgorod Region Development Corporation and the Ministry of Economic Development and Investment of the region. Based on the agreement, the Ministry of Economic Development of Russia issues a certificate certifying the registration of the enterprise as a resident of the “Kulibin” SEZ.
