Human resources support program was presented to SEZ “Kulibin” Residents
The Development Corporation of the Nizhny Novgorod Region – the management company of the special economic zone “Kulibin” – held a meeting with SEZ residents dedicated to staff recruitment for enterprises. The event was attended by more than 50 participants.
“Personnel is one of the first issues that residents come to us with. As a management company, we must create comfortable conditions for investors not only in terms of infrastructure but also in terms of staffing enterprises. Joint work will allow us to practically automate the recruitment process, making both current and future vacancies much faster to fill”, noted Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region.
During the event, Roman Zolotov, Head of the Directorate for Development of Personnel and Educational Potential of Investment Projects, presented the concept of a comprehensive human resources support program for SEZ “Kulibin” residents. The program includes analysis of companies’ needs, a system of interaction with educational institutions, formation of new and adjustment of existing educational programs, organization of student internships and training at resident companies, targeted training programs, implementation of career and career guidance projects, as well as a list of tools for prompt vacancy filling. Specialized departments are currently being established at Lobachevsky NNSU and Alexeyev NSTU in accordance with investors’ requests.
During the meeting, representatives of the regional Labor and Employment Department spoke about the possibilities of organizing targeted training of specialists with guaranteed employment, free training programs for skilled workers, and measures of state support for employers, in particular, subsidies for the employment of disabled people and employees recruited from other regions.
In addition, the meeting participants got acquainted with the experience of Russian SEZs in attracting employees, discussed the creation of a specialized SEZ “Kulibin” page on recruitment websites, attracting highly qualified specialists from friendly countries, using artificial intelligence in the adaptation of new employees, and educational programs for them.
The final item on the agenda was a roundtable discussion on the tools of the higher and secondary vocational education system for employers. Representatives of educational institutions and HR directors of SEZ residents discussed the development of a career guidance system among schoolchildren, professional development programs, and discussed the possibilities of modernizing the material base of technical schools together with enterprises.
“In conditions of personnel shortage, many investors think about selecting specialists even before the actual implementation of the project. It is important to conduct systematic work on finding employees, especially young ones, so a significant emphasis in our HR support program is placed on cooperation with educational organizations. Such interaction is beneficial to both parties, as educational institutions know that their graduates will be in demand in the labor market, and employers will be confident in the professional skills of future specialists”, emphasized Roman Zolotov.
