Construction readiness of infrastructure at the “Kulibin” SEZ state site reached 50%
The construction readiness of infrastructure at the state site of the special economic zone (SEZ) “Kulibin” in Dzerzhinsk reached 50%.
The state site occupies the majority of the total area of SEZ – 416 out of 724 hectares. Currently, work is underway to install gas, electricity, water supply, and sewage networks, as well as the construction of roads, parking spaces, and two checkpoints. The completion of infrastructure development is planned for 2026.
Additionally, nine industrial production buildings and one administrative building are being constructed simultaneously. The facilities are undergoing the installation of foundation, metal structure, reinforced concrete structure, and façade panels. The first phase is expected to be completed by the end of this year.
Gleb Nikitin, Governor of the Nizhny Novgorod Region, emphasized the significance of the ongoing work, noting that the creation of industrial infrastructure for investors is one of the components of the federal project “Increasing Investment Activity” within the national project “Effective and Competitive Economy”.
“Based on the last year’s results, the Nizhny Novgorod Region confirmed its status as one of the leading regions in the ASI National Investment Climate Rating, ranking second after the capital city. The development of SEZ significantly contributes to our efforts to improve the region’s investment climate. Interest in the site is very high, and it is almost fully occupied, so we are considering other territories for further expansion. Turnkey infrastructure creation is what is truly in demand and interesting to businesses in challenging economic conditions,” emphasized Gleb Nikitin.
In turn, Andrey Sanosyan, Deputy Governor of the Nizhny Novgorod Region, recalled that the “Kulibin” SEZ is among the top 3 client-oriented industrial sites in Russia, according to the Expert Analytical Center.
“Investors’ choice is not only related to the financial benefits provided at the site. Businesses are attracted by the comprehensive approach to operating in the region – this includes creating an ecosystem that includes the construction of a residential complex with social infrastructure in close proximity to the territory of SEZ, as well as assistance in project development, staff recruitment, establishing product sales markets, and much more,” he added.
It is planned that about ten companies implementing projects in the chemical and manufacturing industries, as well as consumer goods production, will start the construction works at the state site of SEZ this year. The management company of the “Kulibin” SEZ is the Nizhny Novgorod Region Development Corporation.
“To date, the expert council of the special economic zone has approved 43 projects with a total investment volume of approximately 129 billion rubles. Companies implementing projects in various industries will be located here. They are currently at different stages – from project design to direct construction. Based on this, a network of temporary roads has already been organized for residents during the infrastructure construction period, allowing them to comfortably conduct work on their sites, while the pace of creating all necessary infrastructure is being increased,” said Igor Ishchenko, Director general of the Nizhny Novgorod Region Development Corporation.
The “Kulibin” special economic zone was established in May 2020. In spring 2023, its territory was expanded tenfold to reach 724.7 hectares. In November 2024, an application was submitted for further expansion into territory within Bor municipal district. Currently, the Special Economic Zone comprises state-owned land exceeding four hundred hectares, along with private sites operated by DPO “Plastik”, “Oka-Polymer” and “Sintez OKA”.
Resident companies benefit from preferential conditions including reduced profit tax rates from 25% down to 2% during the first 5 years after achieving profitability, 5% during the subsequent 5 years, and 14.5% percent thereafter. The special economic zone also establishes zero tax rates for property, land and transport taxes.
