Mechanisms Developed for Staffing Support of Residents in Nizhny Novgorod SEZ "Kulibin"
Nizhny Novgorod Region Development Corporation has developed staffing support mechanisms for residents of the Special Economic Zone (SEZ) “Kulibin” located in Dzerzhinsk.
Based on data collected from residents and analysis of existing vacancies, a list of required professionals was compiled both for current enterprises and those planned for launch.
Currently, more than 150 job openings of various profiles and qualification levels are posted on already operational enterprises within the SEZ. Among them, 21% do not require prior work experience, 51% demand between 1–3 years of experience, and 28% are reserved exclusively for experienced professionals with over three years of service. These roles encompass diverse professions such as engineers, chemists, operators, fitters, etc. To assist in hiring employees, SEZ residents may contact the Development Corporation whose experts provide consultancy services and assistance in organizing career orientation events. A comprehensive database of job seekers is being created jointly to promptly address personnel needs of resident enterprises in the “Kulibin” SEZ.
To fill current vacancies and build up a talent pool from students, the Corporation works on updating educational programs, arranging internships and student placements within resident companies, targeted training programs, establishment of base departments, and branded classrooms.
Additionally, the Corporation informs about employment opportunities and internships offered by SEZ enterprises during meetings with educational institutions and within professional orientation, career, and specialized events. Agreements on cooperation have been signed with leading regional universities including Lobachevsky State University of Nizhny Novgorod, Alekseev Nizhny Novgorod Technical University, Higher School of Economics National Research University, and Nizhny Novgorod State Architecture and Civil Engineering University.
In the first half of 2025 alone, career opportunities provided by residents of SEZ "Kulibin" were presented at over 50 events attended by more than 600 schoolchildren, 2,300 students, and approximately 400 young professionals.
"It is expected that by 2030, nearly seven thousand people will be employed at enterprises residing in the SEZ. Many companies start thinking about staff recruitment even before construction begins due to labor shortages, making employee selection crucial for enterprise launches. On our part, the Corporation for Regional Development stands ready to offer full-fledged support to investors regarding collaboration with educational organizations, informing potential employees, and much more," remarked Roman Zolotov, head of the Directorate for Human Resources and Educational Potential Development Projects at the Nizhny Novgorod Region Development Corporation.
