Resident of the Nizhny Novgorod SEZ “Kulibin” launched the production of unique import-substituting chemical product
LLC “Monamin”, a resident of the special economic zone (SEZ) “Kulibin” located in Dzerzhinsk, has launched the production of dimethyl ethanolamine (DMEA) with a mass fraction of the main substance at 99.9%. The company has become the sole Russian manufacturer of this product.
The product is used in the production of linoleum, thermal insulation materials, water treatment substances, as well as in the paint and varnish, pharmaceutical, and textile industries.
The launch of production aligns with the objectives of the national project “New Materials and Chemistry”, which aims to develop the chemical industry and create innovative materials for key economic sectors.
The managing company of “Kulibin” SEZ is the Nizhny Novgorod Region Development Corporation.
“Chemistry is one of the key focus areas of our special economic zone, with more than half of its residents operating in this sector. I should note that “Monamin” was among the first companies to obtain SEZ resident status. The site provides all necessary conditions for investors to launch production of in-demand goods in Russia,” said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Dmitry Utkin, Technical Director of LLC “Monamin”, clarified that the total mass fraction of impurities in the company's dimethyl ethanolamine does not exceed 0.1%, and the color index on the platinum-cobalt scale ranges from 2 to 5 units. He added that since mid-2023, when LLC “Sintez OKA” decommissioned its outdated DMEA production unit, no one in Russia had been manufacturing this substance. Now, the company is ready to fully meet the Russian market's demand, replacing all imports.
Earlier reports indicated that the same company, part of the “Sintez OKA” Group, launched production of alkyl ethanolamines at the “Kulibin” site in December 2023. Investments in the plant's construction amounted to 2.8 billion rubles. The plant also produces methyl diethanolamine, which is used for purifying natural and process gases at oil refineries and gas processing plants.
Special economic zone “Kulibin” was established in May 2020. In spring 2023, its area was expanded tenfold to 724.7 hectares. In November 2024, an application was submitted for further expansion to include a site within the municipal district of Bor. Currently, the SEZ includes state-owned land (over 400 hectares) as well as private sites of DPO “Plastik”, “Oka-Polymer”, and “Sintez OKA”.
The preferential conditions of SEZ reduce profit tax rates for its residents from 25% to 2% in the first five years after the first profit is recorded, to 5% in the next five years, and to 14.5% thereafter. Additionally, property, land, and transport taxes are set at zero rates.
