When working on the new website, much attention was paid to the personal account, its functionality and convenience. It stores the history of interaction with the business ombudsman – both requests and solutions to them. For the convenience of users, the "Submit a request" button was placed on each page of the site.
"The new business ombudsman website is an important digital tool for entrepreneurs. Together with a professional team of developers, we tried to make our new website accessible, convenient for users in terms of navigation and searching for information required, submitting requests," commented Pavel Solodkiy, Commissioner for the Protection of Entrepreneurs' Rights in the Nizhny Novgorod Region.
The work on the new website started at the end of last year. The developers were tasked to design a website that would be understandable and convenient for entrepreneurs.
The design of the new website is made in a modern light style using smooth lines of elements with infographics. Color solutions and elements of the corporate style of the Commissioner are used.
In the development process, the structure of the main page was reorganized, the composition of the sections and subsections of the site was revised for the purpose of simplifying the search for information. Modal windows, standard navigation and interactive elements were implemented.
The "Public Support" section was also updated. Visually, it has become more attractive and functional. Now the information and contacts of the Pro Bono Institute specialists are presented in one place.
Reference: Pro Bono is an institute of professionals and experts in various industries who provide assistance free of charge. There are 18 experts in various legal fields working under the Commissioner for the Protection of Entrepreneurs' Rights of the Nizhny Novgorod Region. They help with legal expertise and assessment of questions and requests from entrepreneurs, with the development and promotion of important legislative and systemic initiatives for the business community, and the dissemination of positive practices for the protection of business rights.

The Nizhny Novgorod Region moved up to the 2nd place on the National Rating of Investment Climate compiled by the Agency for Strategic Initiatives (ASI). The results were announced by Director General of ASI Svetlana Chupsheva on the 7th of July 2024, on the margins of Saint Petersburg International Economic Forum (SPIEF).
“74 regions improved their scores compared to the previous year, while the average integral indez of investment climate in Russia also increased by 6.5%. In the rating, we evaluate four criteria: regulatory environment, infrastructure and resources, business institutions, and most importantly – support and development of small business,” – said Svetlana Chupsheva.
Governor of the Nizhny Novgorod Region Gleb Nikitin noted that the region managed to make a significant breakthrough from 2017 to 2023, rising by 68 positions, and achieving the 2nd place on the Rating is a phenomenal but fair result of all the work carried out.
“Each year we attempted to move up even further on the Rating, and each year the task was more and more challenging. For us, this is a huge achievement, which I am personally proud of! The Rating stimulated positive competition among regions and development agencies, thus providing an impetus to always enhance one’s performance results and the national indicators in general,” – said Gleb Nikitin.
The Governor added that against the backdrop of sanctions pressure all regions are working to improve the business environment, so the competition is high.
“The only way to win this competition is to create truly favorable conditions for entrepreneurs in the region. This is a wide range of tools targeted at both systematizing the work with investors and finding the best approach to each project, including support measures and alleviating administrative barriers,” – said Gleb Nikitin.
In the previous year, particular emphasis was placed on two elements of the investment climate – development of digital services and work with municipal authorities. The investor’s “client path” was further improved – the investment portal, including investor’s personal account, was updated, certain services were fully digitalized.
Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan emphasized that the work with investors in the region had been significantly facilitated due to the establishment of the Development Corporation in 2018.
“The Development Corporation acts as a “one-stop shop” allowing investors to receive all possible support. Specialists of the Corporation may assist in selecting a site for the project, collecting the required documentation, and obtaining the necessary government support measures. The Corporation significantly simplifies interaction with various departments and resource-supplying organizations. The effectiveness of the organization’s performance has been confirmed at the federal level – yesterday, the National Association of Investment and Development Agencies presented the Development Corporation with an independent assessment, which confirmed the best result among all Russian regions,” – said Andrey Sanosyan.
He noted that in 2023 multiple preferential territories in the Nizhny Novgorod were significantly enlarged.
“Special economic zone “Kulibin” increased by 10 times – from 72 to 724 ha, territory of advanced development “Sarov” increased by 2 times – up to 74 ha. Furthermore, the expansion of territory of advanced development “Volodarsk” by 2,000 was also approved,” – added Andrey Sanosyan.
Let us recall Saint Petersburg International Economic Forum took place on June 5-8, 2024. SPIEF is held annually with the participation of Russian President Vladimir Putin, heads of federal departments and Russian regions, and heads of diplomatic missions.

On the margins of Saint Petersburg International Economic Forum (SPIEF-2024), Executive Director and Deputy Chairman of the National Association of Investment and Development Agencies Rafael Khusyainshin presented an independent assessment certificate to Director General of the Nizhny Novgorod Region Development Association Igor Ishchenko. The document confirms the high level of work with investors organized by the Development Corporation in the region.
The Nizhny Novgorod Region Development Corporation scored high on all criteria. The overall score reached 95%, which is 5% more than the previous year. This is the best result among development agencies participating in the independent assessment.
“The Nizhny Novgorod Region keeps working to improve the conditions for investment activities, the Development Corporation being the key actor in this process. The organization helps to attract additional financial resources to the region, create new jobs, thus enhancing both the investment climate and living standard,” – noted Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
The independent assessment implies thorough diagnostics of the regional development agency, targeted at evaluating the effectiveness and quality of services provided to investors. It includes more than 80 criteria: general indicators and strategic planning, investor relations, HR policy, GR management and interregional cooperation. The assessment helps to analyze the organization’s performance: conduct an audit of all current activities, identify strengths and weaknesses from an independent perspective.
Additionally, the National Association conducted test purchases addressing the effectiveness of the Development Corporation’s responses to potential investors.
“We are constantly working to enhance the work with investors, government agencies and resource-supplying organizations, and the results of the independent assessment prove our efforts effective. However, we are not going to stop there and we will keep working to create the most favorable environment for investors in the region,” – emphasized Igor Ishchenko.
Let us recall that the Nizhny Novgorod Region Development Corporation was created on the initiative of Governor Gleb Nikitin in the interests of the investor. The Nizhny Novgorod Region Development Corporation developed a versatile out-of-the-box investment proposal for the creation of tourist complex, including a glamping hotel. Such proposals are ready-made projects requiring minimum preparatory work from the investor. This allows for a fast launch of the project and significantly reduces its payback period.
“Out-of-the-box proposals are an interesting and potentially effective tool, which helps to attract new investors to the Nizhny Novgorod Region and solve social problems. On the federal level, the issue of including such proposals in the Investment Standard is being debated, but we have already started the work. For the region, it is important to make the best use of the resources at hand for the implementation of the best innovative solutions, allowing to further enhance the investment climate,” – said Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
For the creation of tourist complex, including a glamping hotel, requires nearly 45 million rubles of investment. The period of implementation is three months. The main advantages of the project are fast installation of structures, mobility and short payback period, as well as environmental friendliness and the possibility of year-round use.
The minimum requirements for the investment site (greenfield) include the following: total area of at least 0.6 ha, electric power of at least 7kW per house, well and septic.
Government support for the project may include a variety of measures such as tax breaks for organizations operating in the tourist industry, preferential loans, grants and subsidies for the development of the hotel business. Thus, VAT and property tax can be reduced down to 0% for a period of five years. Preferential lending implies for participation in the “1764” and “PSK” programs, a reduced rate of 9% (loan amount – from 50 to 500 million rubles) and preferential leasing of equipment. The provided grants and subsidies can be used for the acquisition, construction, modernization and reconstruction of accommodation facilities.
“Maintaining favorable conditions for the investors is one of the Development Corporation’s top priorities. Out-of-the-box proposals help to start the implementation of the project within a short period of time, saving both time and money. The Development Corporation will keep the work to develop and introduce new solutions of the kind,” – said Director General of the Development Corporation Igor Ishchenko.

The Ministry of Economic Development of Russia published the results of public-private partnership (PPP) rating for 2023. The Nizhny Novgorod Region ranked 2nd after Moscow.
The position in the rating is determined based on the evaluation of three factors: the results of PPP projects implementation in 2023 and previous years, the performance of local authorities, their transparency and readiness to assist the implementation of PPP projects.
“The Nizhny Novgorod Region is actively integrating the PPP mechanism in the local economy. To date, more than 30 projects worth nearly 240 billion rubles are being implemented within this framework. To most of them, capital grants from the federal budget are applied. In 2024, we are working on a series of “sports” concession agreements, in the framework of which various sports objects will be constrcuted. We are also working on the previously launched major infrastructure projects: Ice Arena, “NEYMARK” IT campus, collector road of Gagarin ave., modernization of tram network,” — emphasized the Deputy Governor of the Nizhny Novgorod Region Egor Polyakov.
Apart from the Nizhny Novgorod Region and Moscow, Saint Petersburg, Leningrad Region and Perm Region are also among the top 5 leaders of the rating.
“PPP is an effective tool, the interest for which from entrepreneurs is growing. The total investment volume under concession agreements in 2023 amounted to 955 billion rubles. This is a new record, 31 billion rubles higher than the same figure for 2022. The Ministry of Economic Development as a regulator is constantly improving the PPP sector. In 2023, a decree was signed aimed at increasing the transparency of the PPP mechanism. This year, we expect the adoption of amendments that will allow the mechanism to be used in the space sector and industry. It is important that authorities in regions and municipalities work more actively to attract investment in PPP projects,” – noted the Chief Deputy Minister of Economic Development of Russia Ilya Torosov.

The Nizhny Novgorod Region entered the top 5 most viewed regions on Russia’s investment map (https://invest.gov.ru). It ranked 5th in terms of the total of views among other regions of the Russian Federation. This was reported by the Development Corporation of the Nizhny Novgorod Region.
From February to May 2024, the information about the region was viewed more than 1,600 times. Among other regions on the top 5 list are Moscow and Moscow Region, Saint Petersburg and Leningrad Region, Sverdlovsk and Novosibirsk Regions.
The platform was launched in 2024. It is based on the data provided by regional investment maps developed as part of the regional investment standard implementation process. Using the map, investors can analyze the business environment for potential projects: sales markets, preferential regimes, raw material base and infrastructure. If there are no engineering communications, technical conditions for connection are provided.
In addition, the map helps to search suitable land plots across neighboring regions and compare their characteristics. Key macroeconomic indicators of the regions, which may have an impact on the project implementation, are also provided on the map.
In the Nizhny Novgorod Region, a local investment map is available two languages (Russia and English): https://newmap.nn-invest.ru. The service is managed by the Development Corporation of the Nizhny Novgorod Region.
“On this map, information about investment sites, premises, preferential territories, transport infrastructure, raw material base and support measures is provided. Currently, nearly 460 sites are displayed on the map, of both greenfield and brownfield types,” – noted Director General of the Nizhny Novgorod Region Igor Ishchenko.
The map was developed based on the provisions of the regional investment standards. The service contains all the information about the investment sites available to investors: land category, form of ownership, accessibility to roads and railways, average tariffs and mineral deposits. Apart from that, the cadastral map and cellular coverage areas are displayed as separate layers.
Recall that the Nizhny Novgorod Region is among the top 3 leaders on the ASI National rating of investment climate in Russia. In terms of the regional investment standard implementation efficiency, the region ranks 2nd after Moscow.

Nizhny Novgorod Region Development Corporation started the implementation of a pilot project designed to lower the energy costs of manufacturing companies and ensure uninterrupted energy supply based on the use of gas power plants.
“Energy costs are essential to the production economy of any enterprise. Normally, they have a great impact on the implementation of new investment projects, too. It is for this reason that the Development Corporation with the support of the Government launched a pilot project, allowing to lower the enrgy costs due to the use of gas-piston units. The Corporation’s subsidiary company will be able to purchase this equipment on lease and provide it to industrial enterprises for sublease,” – said Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
Pervaya Tkatskaya Fabrika LLC* became the first company to use this service in pilot mode. SberLeasing acted as a financial partner. The company is currently working on the creation of Russia’s first high-technology full-cycle textile production facility in “Volodarsk” territory of advanced development.
“Every company has to invest a lot to ensure energy supply, which directly affects the costs and terms of project implementation. In the future, we are going to scale the project if it proves effective. We already see certain interest among our investors,” – noted Director General of the Development Corporation Igor Ischchenko.
The textile plant in Volodarsk will sublease the energy equipment based on gas-piston units with a total capacity of 2.2 MW.
“We expect this to help us lower the costs for electric and heat energy, which make up a tangible part of the budget of any manufacturing company,” – said Director of Pervaya Tkatskaya Fabrika LLC Nadezhda Averina.

“Since the expansion of SEZ, investors have occupied more than 50% of its territory – that is nearly 230 ha*. The expert council of the special economic zone has already approved plans for the implementation of projects by 27 companies, of which 25 have received the resident status and whose total investment volume exceeds 60 billion rubles. As a result, 3,000 new jobs will be created. Potantial residents are another 17 companies. These are companies operating in the spheres of metalworking and chemical industry,” – said Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
Let us remind that the special economic zone (SEZ) of industrial production type “Kulibin” was created in May 2020 on the territory of Dzerzhinsk. In 2023, the area of SEZ was increased by 10 times, reaching 724 ha. Thus, SEZ includes state territory (more than 400 ha), as well as private sites of DPO “Plastic”, “Oka-Polymer” and “Sintez-Oka”.
The preferential conditions of the SEZ reduce income tax rates for its residents from 20% to 2% in the first 5 years, to 5% in the next 5 years and 14.5% thereafter, and also establish zero rates for taxes on property and land and transport tax. The area of SEZ is 724 hectares.
The management company of SEZ is the Nizhny Novgorod Region Development Corporation.
“The special economic zone “Kulibin” is actively attracting new companies, as its territory offers favorable and to some extent unique conditions for the operation of various kinds of enterprises. Currently, we are doing a lot work to create all the necessary infrastructure – roads, utilities and telecommunication networks. Apart from that, we are also going to create certain social and business facilities as part of SEZ ecosystem,” – said Director General of the Development Corporation Igor Ishchenko.

The creation of new agricultural enterprises became the central theme of the meeting of the relevant committee of the regional Legislative Assembly. Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan, Deputy Minister of Agriculture and Food Resources of the Nizhny Novgorod Region Oleg Grigoriev and Deputy Director of the Nizhny Novgorod Region Development Corporation Anton Garanin on the current investment situation in agriculture.
Andrey Sanosyan noted that the volume of fixed-asset investment in the agricultural sector in the Nizhny Novgorod Region keeps growing every year. In particular, this figure in 2023 exceeded the level of 2022 by 2.3 billion rubles and amounted to 24.2 billion rubles, and over the past five years, almost 94 billion rubles have been attracted to the agricultural industry.
“Among the major investment projects that are currently being implemented in the region, a few are worth to be noted: a project targeted at increasing the production of poultry meat and eggs implemented by the “Russkoye Pole” company, a project of PM Group that implies the creation pf a livestock complex for 2,800 heads, an industrial complex for the production of soft drinks of the company "Lyskovskie Napitki", production and processing of berries of the agricultural company "Sergeevskoye". Thus, we indicate investors’ growing interest in the agricultural sector,” noted Andrey Sanosyan.
According to Oleg Grigoriev, the leaders in terms of fixed-asset investment at the end of last year were Sechenovsky, Pavlovsky, Urensky, Arzamassky, Buturlinsky and Dalnekonstantinovsky districts.
“Among the main areas of state support for investment activities in the region are preferential lending, reimbursement of costs for the construction and reconstruction of agricultural facilities, the purchase of machinery and equipment, livestock, grants for the development of small businesses and support in the field of land reclamation. Over the past three years, 115 investment projects with a total investment volume of almost 28 billion rubles have been implemented in the Nizhny Novgorod Region, more than a thousand jobs have been created,” said the Deputy Minister.
In turn, Anton Garanin emphasized that the Development Corporation is simultaneously busy both supporting projects already underway and searching for new investors.
“We are supporting investment projects in various areas in almost all municipalities of the region, and the investment map promptly updates information on land plots available for agricultural activities. Now there are about 170 such territories on it. To attract investors to these sites, it was proposed to expand the list of types of permitted use of land plots that can be leased without holding a tender. I am confident that these changes will make agriculture an even more attractive industry for business,” he said.

The line was launched by the manufacturing company “GeoSM”. The investment project is supported by the Nizhny Novgorod Region Development Corporation.
“The investment in the geomembrane production line amounted to 115 million rubles. 40 new jobs were created. Provided the two previously launched lines for the production of geotextile, the total volume of investment in the production site reached 400 million rubles. Work on the further expansion of production is already in progress. We will keep supporting investors willing to operate in the region,” – said Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
Geomembrane is widely used in the construction sphere for the isolation of both industrial and civilian facilities, natural and artificial reservoirs. Apart from that, the material can be utilized for the protection of the ecosphere in MSW handling.
The current capacity of the facility allows for the production of 15,000 m2 of geomembrane per day or 8,600 tons per year. The geomembrane produced will be shipped to the other regions and abroad.
“We are glad that we have been able to make this happen. The new production line bears new opportunities and new challenges, and we are ready for them. Today, the company has made a significant step forward, leading us further to fulfilling our ultimate mission, which is – to produce high-quality materials, on which both the ecological situation and the future of the new generations depend. Within the support provided, the Development Corporation advises the company, helps to attract additional funds and develop the infrastructure.
“The Development Corporation has been cooperating with the company since 2019. Since then two lines for the production of geotextile have been launched in Ilyinogorsk. What we care for is that not only new investors, but also the already operating companies would feel our support. Regarding the facility itself – let me say that today do not have any other plants of the kind in the region,” – noted Director General of the Nizhny Novgorod Region Development Corporation Igor Ishchenko.
In the nearest future, the investor plans to commission a geogrid production facility and launch the third line for the production of geotextile.
