In 2024, the Nizhny Novgorod Development Corporation started supporting 128 new investment projects with a total investment volume of more than 153 billion rubles. Upon their implementation, it is planned to create more than 9 thousand jobs.
Most of these projects belong to the food and manufacturing industries, logistics, and sports.
14 of them are being implemented on the territory of the special economic zone (SEZ) “Kulibin”. They were approved by the expert council in the course of the year. The other projects are distributed throughout the Nizhny Novgorod Region.
In total, the Development Corporation is supporting more than 280 projects with a total investment volume of more than 279 billion rubles, 31 thousand jobs are planned to be created.

The Nizhny Novgorod Region Development Corporation was created on the initiative of Governor Gleb Nikitin. The organization facilitates the implementation of projects at all stages — from providing information about the region, possible support measures, inspection of investment sites and up to commissioning of the facility, taking on obligations to interact with executive authorities, local governments, natural monopoly entities and other organizations.
The Ministry of Economic Development of the Russian Federation approved the low-carbon development strategy for the special economic zone (SEZ) “Kulibin”, located in Dzerzhinsk.
The “Kulibin” SEZ is Russia's first preferential site to implement this strategy. The corresponding agreement was signed in October 2024 within the framework of the International Forum of Special Economic Zones by the Government of the Nizhny Novgorod Region, the Association of Clusters, Technology Parks and SEZs of Russia (AKIT), the Nizhny Novgorod Region Development Corporation and Gazprombank.
"The strategy implies the creation of sustainable infrastructure on the territory of SEZ and the stimulation of innovation by attracting "green" and socially responsible investments to the region", – said Mikhail Labudin, Director of AKIT.
In particular, the strategy envisages the application of the following measures to achieve carbon neutrality: implementation of climate projects, transition to consumption of clean and renewable energy, application of energy-saving materials, use of environmentally friendly transport, organization of a system of separate waste collection and its transfer for recycling.
The strategy was elaborated by AKIT in order to develop and replicate advanced solutions for achieving carbon neutrality.
"The Nizhny Novgorod Region is an industrial region in which it should be comfortable not only to work, but also to live. The development of SEZ with an eye on the environment imposes certain restrictions, but for us this is an important and necessary decision. The impact on the environment is a parameter that we take into account when forming plans for the infrastructure development of the territory, according to which the projects of future residents are assessed at the expert council. The approval of the strategy by the Ministry of Economic Development of the Russian Federation confirms the high level of its development", – said Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
The management company of the “Kulibin” SEZ is the Nizhny Novgorod Region Development Corporation.

The strategy is aimed at implementing the objectives of the national project “Ecology” and the federal project “Low-Carbon Development Policy”.
We remind you that the special economic zone “Kulibin” was created in May 2020. In the spring of 2023, its area was increased 10 times – to 724.7 hectares. In November 2024, an application was submitted for expansion to a site within the boundaries of the urban district of Bor with an area of 126 hectares. Currently, the SEZ includes state territory (more than 400 hectares), as well as private sites of DPO “Plastik”, “Oka-Polymer” and “Sintez OKA”. To date, 38 companies have passed the expert council of the “Kulibin” SEZ.
The preferential conditions of the SEZ reduce the tax rates on profit for its residents from 20% to 2% in the first 5 years from the moment of receiving profit, to 5% in the next 5 years and 14.5% thereafter, and also establish zero rates for property, land and transport taxes.
Residents and management companies of technology parks and industrial parks of the Nizhny Novgorod Region have been exempted from paying property and transport taxes. Taxes have also been reduced for those who use the simplified tax system (STS). The corresponding draft amendments to the legislation, developed by the regional Ministry of Industry, Trade and Entrepreneurship, were approved by deputies of the Legislative Assembly.
“Management companies of industrial parks and technology parks provide conditions for the stable development of residents, including production areas, equipment and laboratories. In addition, the common territory allows companies to exchange experience and launch joint projects. Reducing tax rates for management companies and residents is one of the measures that the we are taking to increase the investment attractiveness of the Nizhny Novgorod Region”, – said Deputy Governor Andrei Sanosyan.
Reduced tax rates will be available to technology parks, industrial parks or industrial parks that are included in the register of the Ministry of Industry and Trade of Russia or operate on the territory of a closed administrative-territorial entity and meet the following criteria: the area of the territory is not less than 30 hectares, at least 50% of residents are engaged in production and (or) scientific and technical activities under OKVED "Processing industries", "Provision of electricity, gas and steam, air conditioning", "Professional, scientific and technical activities".
"The new support measure will attract new residents to the industrial sites of the region. We have exempted companies from paying property and transport taxes, and also reduced tax rates under the simplified taxation system from 8% to 1% if the object of taxation is income, and from 20% to 5% if the object is income minus the amount of expenses", – explained Minister Maxim Cherkasov.
In the Nizhny Novgorod Region, the following industrial parks meet the criteria for exemption from the tax: Zavolzhsky Motor Plant and “Oka-Polymer”, industrial technology parks “Technopark Sarov” and “Volga”, as well as industrial technology parks “Electronic Technology Park”, “H2O” and “Ecotsifra”, which have not yet started operating.
Tax incentives will not be provided to resident companies producing excisable goods, and the transport tax incentive will not apply to passenger cars.
The Expert Council of the special economic zone (SEZ) “Kulibin” supported the applications of Scientific and Production Enterprise “Modern Pipeline Systems” and “Aerospace Systems” for resident status.
“The Expert Council approved the implementation of two more projects on the territory of the “Kulibin” SEZ. Both are large-scale and significant for the regional industry. The enterprises plan to create more than 1000 jobs”, – said Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
“Modern Pipeline Systems” plans to build a full-cycle plant for the production of pipeline systems. The company's products are used in the construction and modernization of nuclear and thermal power plants. The total investment volume is 4.2 billion rubles, it is planned to create 827 jobs. The company intends to produce up to 3.5 thousand tons of finished products per year.
“Aerospace Systems” plans to build a component production facility for the needs of the aerospace industry. In particular, the plant will produce connecting elements (bolts, nuts, rivets, etc.), fuselage elements, chassis and assembly units of radio electronics. The total investment volume is 2.2 billion, it is planned to create 200 jobs.
“Over the year, the Kulibin SEZ has risen 13 lines in the investment attractiveness rating of special economic zones in Russia, taking fifth place. The site is actively expanding both geographically and in the number of residents. We already have potential investors whose projects will be considered next year,” said Denis Ismagilov, Minister of Economic Development and Investments of the Nizhny Novgorod Region.

“The approved projects are aimed, among other things, at solving import substitution problems. The choice of the “Kulibin” SEZ site for their implementation speaks of investors’ trust in us. He added that the growth rate of the number of residents in 2024 compared to the same period last year was 114.3%.

The Nizhny Novgorod Region won in four nominations of the National Award “Leaders of Investment Development-2024”. It is organized by the non-profit organization “National Association of Investment and Development Agencies” (NAAIR).
A total of 246 applications were submitted for the award in 12 nominations from 64 regions of Russia. The jury also assessed 85 regional investment portals and investment maps of the country’s regions.
“The investments are the basis for the steady development of the economy. It is the development agencies and their platforms that ensure the inflow of funds into regional budgets. Ober the past four years, the development agencies have attracted more than 10 trillion rubles. These are new production facilities, jobs, goods”, – said Deputy Minister of Economic Development of Russia Murat Kerefov.
In the nomination “Manager of the Year”, the winner was the Director General of the Nizhny Novgorod Region Development Corporation Igor Ishchenko, in the nomination “Specialist of the Year (Attractor)” – the head of the Investment Project Support Department Sergey Makarov, in the nomination “Specialist of the Year (Supporter)” – the head of the Special Economic Zone Development Department Olga Tikhonova. The investment map of the Nizhny Novgorod Region also received an award.
“Against the backdrop of new challenges, the development of investor attraction and support instruments is becoming highly topical. Thanks to this, new jobs are being created, territories are changing for the better, and new growth points are emerging. Despite the high base of 2023, the volume of investments in fixed assets in the region for the 3 quarters of 2024 increased by 2.5 percent.
“The achievements of the Nizhny Novgorod Region in improving the investment climate have been multiple times noted at the federal level. The region ranks 2nd in the national rating of investment climate of the Agency of strategic initiatives, and the Development Corporation has been highly praised by NAAIR for the second year in a row”, – noted the Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
In 2023, the Development Corporation and the investment portal of the Nizhny Novgorod Region were recognized as the best in Russia as part of the award “Leaders of Investment Development”.

The heads of more than 100 companies took part in a meeting with the leadership of the Nizhny Novgorod Region dedicated to the investment results of 2024. The meeting with investors was organized by the Development Corporation of the Nizhny Novgorod Region.

During the event, Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan and Director General of the Regional Development Corporation Igor Ishchenko presented certificates to four companies that had previously received the resident status of the special economic zone (SEZ) “Kulibin”. Their projects were approved by the expert council of SEZ in 2024.
Certificates were presented to the companies Stalnye Sistemy-Kulibin LLC (metalworking complex and production of cable support systems), Sintez-OKA-Poliefir LLC (production of polyalkylene glycols and simple polyethers), Basaltovye Ognezashchitnye Tekhnologii LLC (production of fire-protective and thermal insulation materials) and FotUr LLC (production of low-tonnage chemical products).
Andrey Sanosyan recalled that since 2017, the Nizhny Novgorod Region has risen 68 positions in the national investment climate rating compiled by the Agency for Strategic Initiatives (ASI).
“This rating is a notable benchmark for us. It shows the investor satisfaction with all the procedures and the support provided at all stages of the investment process – from the idea to actually implementing the project. Now we are going even further, providing support in resolving HR and export issues. The relevant criteria will also be reflected in the upd ated National Rating of the Investment Climate. I would like to thank all investors for the high bar they se t for our work. Perhaps this is immodest, but I believe that these are the best investors who have chosen the best region for investing”, – Andrey Sanosyan said.
During the event, the participants also discussed plans for the development of investment activities in the Nizhny Novgorod Region in 2025, measures of state support for business, and the interaction of entrepreneurs with the government authorities.
“The outgoing year 2024 can be called successful for the Nizhny Novgorod Region as a whole and the Development Corporation in particular. With our support, a number of production facilities have started their activities in the region, and three residents have opened their enterprises at the “Kulibin” SEZ site. There is still a lot of work ahead: development of the territory of the special economic zone in the city of Bor, completion of the construction of engineering infrastructure at the state site in Dzerzhinsk, support for large investment projects that are yet to open, and, of course, attracting new investors to the Nizhny Novgorod Region”, – said Igor Ishchenko.

Three investment projects with a total investment volume of over 800 million rubles are planned to be implemented with the support of the Nizhny Novgorod Region Development Corporation in three northern municipalities of the region.
“Support of new investment projects is one of the priorities for the Nizhny Novgorod Region. New investments lead to the creation of new jobs, and the economic growth. This is especially relevant for remote municipalities. In total, the Nizhny Novgorod Region Development Corporation is currently supporting over 280 investment projects with a total investment volume of approximately 285 billion rubles. Agrocomplex Vetluga LLC aims to invest 508 million rubles in the modernization of a vegetable storage facility in the Krasnobakovsky Municipal District. It is planned to create 13 new jobs.
OOO Bogorodskoye aims to invest about 250 million rubles in the construction of a plant for the production of drinking water and carbonated drinks in the Voskresensky District. It is planned to create about 40 jobs.
In the Varnavinsky District, individual entrepreneur Kozlov Oleg Vladimirovich plans to create a glamping site, consisting of 15 modular houses. The total investment colum is 92 million rubles. It is planned to create 5 jobs.

Investors are not afraid to implement their projects far from the regional center, thus stimulating economic development of the region as a whole and of each individual district in particular. Territorial Manager of the Nizhny Novgorod Region Development Corporation, Yuri Kashin, held meetings with entrepreneurs from the Sosnovsky municipal district and the urban district of Kulebaki. In total, more than 50 representatives of the business community took part in them.
The participants of the events were presented with the capabilities of the Development Corporation in supporting investment projects and government support measures. The territorial manager also spoke about the territories available for investment. Thus, in the Sosnovsky District, 15 sites are available for investment (13 without infrastructure and two with existing facilities), in the urban district of Kulebaki – 7 sites (6 without infrastructure and one with existing facilities).
In addition, Yuri Kashin held negotiations with a number of investors whose projects may be taken on for support by the Nizhny Novgorod Region Development Corporation in the future.
In Kulebaki, there are four projects with a total investment volume of 190 million rubles, the implementation of which is planned to create 147 jobs. And in the Sosnovsky District, this is a project to modernize the production of plastic and composite products with an investment of 980 million rubles, its implementation will create 220 jobs.
"The Development Corporation, with the help of the institution of territorial managers, is constantly working in all municipalities of the Nizhny Novgorod Region. Such meetings allow investors to decide on expanding their project or implementing a new one. For our part, we will provide support at each stage of the project – from collecting information to putting the facility into operation", – said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Recall that since the summer of 2022, six territorial managers of the Nizhny Novgorod Region Development Corporation have been operating in the Nizhny Novgorod Region. They help investors implementing projects in municipalities located far from the regional center. Each of the managers is assigned to several districts. The event was organized by the Russian Union of Chemists, the administration of Dzerzhinsk, the Association of Industrialists "Dzerzhinskhimregion" with the support of the Chamber of Commerce and Industry of the Russian Federation, the Ministry of Industry and Trade of Russia, and the Government of the Nizhny Novgorod Region.
As part of the session "Investment Potential of the Nizhny Novgorod Region", Igor Ishchenko spoke about the capabilities of the Development Corporation in supporting investment projects, as well as the conditions and prospects for the development of special economic zone (SEZ) "Kulibin" in Dzerzhinsk.
"Currently, the Development Corporation is supporting more than 280 investment projects with a total investment volume of about 279 billion rubles, 33 companies are residents of the “Kulibin” SEZ, more than half of which operate in the chemical industry – one of the main areas of activity of the site. The Nizhny Novgorod Region is a very attractive region for investors, where they provide the necessary conditions for the implementation of projects", said Igor Ishchenko.
Also, as part of the session "Logistics support for the industry," Anton Garanin presented a project to create a multimodal port in the territory of the Borsky District, which is planned to be included in the Kulibin special economic zone.
"The creation of a new port will allow Nizhny Novgorod companies to expand markets for their products, find new partners, including abroad. River freight transportation has significant potential, so many investors and experts have already noted that the new infrastructure can become one of the main growth points of the region's economy," Anton Garanin noted.

"To date, the Expert Council has already approved 36 investor projects with a total investment volume of about 116 billion rubles. It is planned to create 4.6 thousand jobs. Several resident enterprises have already been commissioned, and active work continues at other sites. In the near future, we plan to open two more production facilities," said Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
FoTour LLC aims to create a production facility for small-tonnage chemical products: glycidol, bis-GMA, and oligourethane methacrylates. The investment volume in the project is almost 170 million rubles, it is planned to create 18 jobs. The company intends to produce up to 114 tons of finished products per year. Basalt Fire Protection Technologies LLC aims to build a production facility for fire protection and heat insulation materials based on basalt superfine fiber. The investor intends to invest 219.3 million rubles in the project and create 44 jobs.
Also, during the meeting of the Expert Council, an updated project of Russilika LLC was considered. The company aims to expand the project for the production of micronized silica gels and stable silica sols, which was approved by the Expert Council in 2021. The facility is currently under construction at the SEZ site. Additional investments of about 9 billion rubles will increase the range and volume of products manufactured and create additional jobs.
