In 2023, the Development Corporation and the investment portal of the Nizhny Novgorod Region were recognized as the best in Russia as part of the award “Leaders of Investment Development”.
According to Igor Ishchenko, the Development Corporation has assembled a highly qualified team of managers with significant experience in supporting investment projects.
“Each investor is offered an individual approach, which helps to make the investment process more comfortable and effective. The Development Corporation has a lot of tasks ahead, but I am sure they will be successfully solved by our team”, – said Igor Ishchenko.
JSC “Development Corporation of the Nizhny Novgorod Region” was created on the initiative of the Governor Gleb Nikitin. The organization facilitates the implementation of projects at all stages – from providing information about the region, possible support measures, inspection of investment sites and up to the commissioning of the facility, taking on obligations to interact with executive authorities, local governments, natural monopoly entities and other organizations.
The heads of more than 100 companies took part in a meeting with the leadership of the Nizhny Novgorod Region dedicated to the investment results of 2024. The meeting with investors was organized by the Development Corporation of the Nizhny Novgorod Region.

More and more large investors choose our region to implement their plans and initiatives. We see new sites emerging, and the existing production facilities being expanded. And I express my personal gratitude to each investor present here for their contribution to the region’s economy. Your work and dedication give a new impetus to the development of the Nizhny Novgorod Region. Andrey Sanosyan recalled that since 2017, the Nizhny Novgorod Region has risen 68 positions in the national investment climate rating compiled by the Agency for Strategic Initiatives (ASI).
“This rating is a notable benchmark for us. It shows the investor satisfaction with all the procedures and the support provided at all stages of the investment process – from the idea to actually implementing the project. Now we are going even further, providing support in resolving HR and export issues. The relevant criteria will also be reflected in the upd ated National Rating of the Investment Climate. I would like to thank all investors for the high bar they se t for our work. Perhaps this is immodest, but I believe that these are the best investors who have chosen the best region for investing”, – Andrey Sanosyan said.
During the event, the participants also discussed plans for the development of investment activities in the Nizhny Novgorod Region in 2025, measures of state support for business, and the interaction of entrepreneurs with the government authorities.
“The outgoing year 2024 can be called successful for the Nizhny Novgorod Region as a whole and the Development Corporation in particular. With our support, a number of production facilities have started their activities in the region, and three residents have opened their enterprises at the “Kulibin” SEZ site. There is still a lot of work ahead: development of the territory of the special economic zone in the city of Bor, completion of the construction of engineering infrastructure at the state site in Dzerzhinsk, support for large investment projects that are yet to open, and, of course, attracting new investors to the Nizhny Novgorod Region”, – said Igor Ishchenko.
The partners of the event were SZ Andor, advertising agency MOST, AURAT JSC, Metallservis-Povolzhye LLC and Sobaka.ru.
Three investment projects with a total investment volume of over 800 million rubles are planned to be implemented with the support of the Nizhny Novgorod Region Development Corporation in three northern municipalities of the region.
“Support of new investment projects is one of the priorities for the Nizhny Novgorod Region. New investments lead to the creation of new jobs, and the economic growth. This is especially relevant for remote municipalities. In total, the Nizhny Novgorod Region Development Corporation is currently supporting over 280 investment projects with a total investment volume of approximately 285 billion rubles. Their implementation involves the creation of more than 31 thousand jobs”’ – noted Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
Agrocomplex Vetluga LLC aims to invest 508 million rubles in the modernization of a vegetable storage facility in the Krasnobakovsky Municipal District. It is planned to create 13 new jobs.
OOO Bogorodskoye aims to invest about 250 million rubles in the construction of a plant for the production of drinking water and carbonated drinks in the Voskresensky District. It is planned to create about 40 jobs.
In the Varnavinsky District, individual entrepreneur Kozlov Oleg Vladimirovich plans to create a glamping site, consisting of 15 modular houses. The total investment colum is 92 million rubles. It is planned to create 5 jobs.
“The Development Corporation is supporting investment projects in almost all municipalities of the Nizhny Novgorod Region. Investors are not afraid to implement their projects far from the regional center, thus stimulating economic development of the region as a whole and of each individual district in particular. We will provide them with all the necessary support for the successful launch of new enterprises within the planned time frame”, – said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Recall that the Nizhny Novgorod Region Development Corporation was created on the initiative of Governor Gleb Nikitin. "The Development Corporation, with the help of the institution of territorial managers, is constantly working in all municipalities of the Nizhny Novgorod Region. Such meetings allow investors to decide on expanding their project or implementing a new one. For our part, we will provide support at each stage of the project – from collecting information to putting the facility into operation", – said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Recall that since the summer of 2022, six territorial managers of the Nizhny Novgorod Region Development Corporation have been operating in the Nizhny Novgorod Region. They help investors implementing projects in municipalities located far from the regional center. Each of the managers is assigned to several districts. Managers' contact details and a list of assigned districts can be found on the investment portal of the Nizhny Novgorod Region.
The event was organized by the Russian Union of Chemists, the administration of Dzerzhinsk, the Association of Industrialists "Dzerzhinskhimregion" with the support of the Chamber of Commerce and Industry of the Russian Federation, the Ministry of Industry and Trade of Russia, and the Government of the Nizhny Novgorod Region.
As part of the session "Investment Potential of the Nizhny Novgorod Region", Igor Ishchenko spoke about the capabilities of the Development Corporation in supporting investment projects, as well as the conditions and prospects for the development of special economic zone (SEZ) "Kulibin" in Dzerzhinsk.
"Currently, the Development Corporation is supporting more than 280 investment projects with a total investment volume of about 279 billion rubles, 33 companies are residents of the “Kulibin” SEZ, more than half of which operate in the chemical industry – one of the main areas of activity of the site. The Nizhny Novgorod Region is a very attractive region for investors, where they provide the necessary conditions for the implementation of projects", said Igor Ishchenko.
Also, as part of the session "Logistics support for the industry," Anton Garanin presented a project to create a multimodal port in the territory of the Borsky District, which is planned to be included in the Kulibin special economic zone.
"The creation of a new port will allow Nizhny Novgorod companies to expand markets for their products, find new partners, including abroad. River freight transportation has significant potential, so many investors and experts have already noted that the new infrastructure can become one of the main growth points of the region's economy," Anton Garanin noted.
Recall that the Nizhny Novgorod Region Development Corporation was created on the initiative of Governor Gleb Nikitin. The organization facilitates the implementation of projects at all stages – from providing information about the region, possible support measures, inspection of investment sites and up to the commissioning of the facility, taking on obligations to interact with executive authorities, local governments, natural monopoly entities and other organizations.
"To date, the Expert Council has already approved 36 investor projects with a total investment volume of about 116 billion rubles. It is planned to create 4.6 thousand jobs. Several resident enterprises have already been commissioned, and active work continues at other sites. In the near future, we plan to open two more production facilities," said Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan.
FoTour LLC aims to create a production facility for small-tonnage chemical products: glycidol, bis-GMA, and oligourethane methacrylates. The investment volume in the project is almost 170 million rubles, it is planned to create 18 jobs. The company intends to produce up to 114 tons of finished products per year. Basalt Fire Protection Technologies LLC aims to build a production facility for fire protection and heat insulation materials based on basalt superfine fiber. The investor intends to invest 219.3 million rubles in the project and create 44 jobs.
Also, during the meeting of the Expert Council, an updated project of Russilika LLC was considered. The company aims to expand the project for the production of micronized silica gels and stable silica sols, which was approved by the Expert Council in 2021. The facility is currently under construction at the SEZ site. Additional investments of about 9 billion rubles will increase the range and volume of products manufactured and create additional jobs.
The management company of the “Kulibin” SEZ is the Nizhny Novgorod Region Development Corporation.
“The projects approved today by the Expert Council are aimed at creating scarce and import-substituting products widely used in various sectors of the economy. Investors are increasingly choosing the “Kulibin” SEZ as a platform for implementing such projects, and this interest is not waning. The Development Corporation will provide them with the necessary support for the comfortable launch of new production facilities,” said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Recall that the Kulibin industrial and production special economic zone was created in May 2020 on the territory of the urban district of Dzerzhinsk.
In 2023, the area of the SEZ was increased to 724 hectares. The SEZ includes state territory (more than 400 hectares), as well as private sites of DPO Plastik, Oka-Polymer and Sintez OKA. The preferential conditions of the SEZ reduce the tax rates on profit for its residents from 20% to 2% in the first 5 years from the moment of receiving the first profit, to 5% in the next 5 years and 14.5% thereafter, and also establish zero rates for property, land and transport taxes. The effect of the tax benefit on profit begins with the tax period in which the resident company first receives profit.
The application was approved by the regional executive authorities and municipal authorities of Dzerzhinsk and Bor.
To date, the area of the “Kulibin” SEZ in Dzerzhinsk is 724.7 hectares. The territory includes the state site, as well as private sites of DPO “Plastik”, “Oka-Polymer” and “Sintez OKA”.
“The “Kulibin” SEZ was established in 2020. In four years, its area has increased by ten times and, even taking this into account, more than 50 percent is already occupied by investors. The 126-hectare site in the city of Bor, that we plan to include in the SEZ, is significantly different from the Dzerzhinsk site in terms of logistics and infrastructure, which will attract even more investors to the region – those who are not satisfied with the existing SEZ territory”, said Andrey Sanosyan, Deputy Governor of the Nizhny Novgorod Region.
Provided the expansion, the total area of the special economic zone will be 850.7 hectares.
“The main feature of the Bor site will be a multimodal port, which will act as a driver for the development of river freight transportation for the region. River logistics has very serious potential, and after the project is implemented, Nizhny Novgorod companies will have the opportunity to develop trade relations with the regions of the Volga basin, as well as enter new international markets via the Caspian Sea”’ said Yegor Polyakov, Deputy Governor of the Nizhny Novgorod Region.
In addition, one of the advantages of this site is the availability of railway and road infrastructure.
According to Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation, 11 companies have already announced their intention to become residents of the Bor site of the “Kulibin” SEZ.
"These companies plan to create more than 1,100 jobs by 2030. We see that the site is in demand, its accession to the SEZ will give investors the opportunity to do business in more comfortable conditions," emphasized Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Let us recall that the special economic zone (SEZ) of industrial production type “Kulibin” was created in May 2020 on the territory of Dzerzhinsk. To date, the expert council of the special economic zone has approved the implementation of 35 investment projects, the total investment amount of which exceeds 100 billion rubles.
In 2023, the area of SEZ was increased by 10 times, reaching 724 hectares. Thus, SEZ currently includes the state site (more than 400 hectares), as well as private sites of DPO “Plastic”, “Oka-Polymer” and “Sintez-Oka”. The preferential conditions of the SEZ reduce income tax rates for its residents from 20% to 2% in the first 5 years, to 5% in the next 5 years and 14.5% thereafter, and also establish zero rates for taxes on property and land and transport tax.
The production of superconcentrates, concentrates and inhibitor additives for special liquids of “Felix TS” LLC was launched on the territory of the special economic zone (SEZ) “Kulibin” in Dzerzhinsk. The ceremony was attended by Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan, Director General of the Nizhny Novgorod Region Development Corporation Igor Ishchenko, and Acting Head of the administration of Dzerzhinsk Mikhail Klinkov.
“A powerful chemical cluster of federal scale is being formed in the region, on the basis of which all the conditions for the production of import-substituting goods have been created. The opening of the production of concentrates, which will serve as the starting material for antifreezes, heat carriers and anti-icing liquids, is another step towards the technological and raw material sovereignty of the domestic industry”, Andrey Sanosyan noted.
The production is located on the territory of “Sintez OKA” LLC, a private site that is part of the special economic zone. Currently, more than 161 million rubles have been invested in the project, with a total of 212 million rubles planned to be invested. The production capacity will be 15 thousand tons of products per year. When the enterprise reaches full capacity, 35 jobs will be created.
“The opening of a new enterprise for the production of anti-corrosion concentrates and superconcentrates, additives to cooling liquids became possible thanks to joint work with the Development Corporation and the Government of the Nizhny Novgorod Region. The products will be based on our own recipes, which are not inferior in their properties to imported analogues”, said Valery Artamonov, Director General of the “Tosol-Sintez” group of companies.
The management company of the “Kulibin” SEZ is the Development Corporation of the Nizhny Novgorod Region.
“The territory of the SEZ is chosen not only by knowledge-based companies, but also by companies focused on import substitution. Thus, the launched plant will allow replacing the share of imported products for the Russian market in the production of antifreeze for various types of automobiles, coolants, and anti-icing liquids for aircraft processing”, said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Representatives of the Nizhny Novgorod Region Development Corporation also visited the site of another resident company of the “Kulibin” SEZ, “Research Center” LLC (part of the “Sintez OKA” group of companies). The company is implementing a project to create a laboratory complex that will provide technological support for the existing production facilities in the field of organic and petrochemical synthesis, develop new technologies, and develop a range of brands of manufactured products. The investment volume in the project will amount to 307 million rubles. Currently, the company is commissioning the equipment.
The Nizhny Novgorod Region Development Corporation developed another versatile investment proposal, which is a project to create a “smart” sports complex.
Such proposals are ready-made projects requiring minimum preparatory work fr om the investor. This allows for a fast launch of the project and significantly reduces its payback period.
The Nizhny Novgorod Region has been included in the list of 36 pilot regions of the country wh ere investment proposals for businesses are being developed. Methodological recommendations for creating such proposals have been developed by the Ministry of Economic Development of Russia jointly with the National Association of Investment and Development Agencies (NAAIR) and business associations.
A “smart” sports complex is a non-permanent structure. Such quickly erected sports complexes are significantly cheaper to build, operate and maintain. The project to create a “smart” sports complex, depending on the scale of the facility, provides for investment of 150 million rubles. The project implementation period is from 8 months. Each facility being commissioned provides for the creation of at least 8 jobs.
The facility is designed for playing team sports, while providing the possibility of placing mats for gymnastics or wrestling. In addition, the sports complex will be equipped with “smart” lighting control systems, video surveillance systems.
The project has high social significance, as it implies the creation of sports complexes that will promote mass sports, physical activity, develop sports infrastructure, improve public health and create opportunities for sports achievements.
Requirements for the investment site: a land plot of at least 2,000 m2, located near the center of the settlement, the possibility of organizing parking for cars and bicycles, which ensures unhindered access of residents to sports services.
“This year, we are actively developing our investment proposals, finding new niches for investors. They allow us to implement socially important projects in a short time and with small investments. The key advantage is their versatility, which allows us to adapt the project to local needs if necessary. We will continue to scale and develop comprehensive solutions for our investors”, said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Let us recall that earlier the Nizhny Novgorod Region Development Corporation presented versatile investment proposals for the creation of a tourist complex with a glamping hotel and the creation of a sports complex with a climbing.
Nizhny Novgorod Region Development Corporation was created on the initiative of Governor Gleb Nikitin in the interests of the investor. It facilitates the implementation of projects at all stages, taking on obligations to interact with regional and local authorities, natural monopolies and other organizations.
The development of investment proposals is part of a new stage in the development of the regional investment standard. It includes work to shorten the investor's client path within the framework of the End-to-End Investment Flow project and the introduction of a system for collecting feedback from businesses. In mid-September, the mechanism was launched on the “Gosuslugi” portal. Now you can get advice or resolve issues related to business support and support, personnel, use of natural resources, connection to utility networks, and highways.
The agreement is aimed at developing mechanisms for the implementation of “green” technologies for low-carbon transformation of the economy and promoting the development of “green” industrial infrastructure with a view to scaling such solutions in Russia and friendly countries.
“The creation of new industries has a significant impact on economic development, but we must not forget about the environment. The negative effects should be minimized where possible. The “Kulibin” SEZ site is ideal for developing a systematic approach to implementing various solutions that help to preserve the environment. The low-carbon development strategy involves the use of renewable energy sources, “green” construction standards in the construction of infrastructure, the introduction of energy-efficient industrial processes and greenhouse gas emission monitoring systems”, said Andrey Sanosyan.
The “Kulibin” SEZ in was chosen as a pilot site for developing the low-carbon development strategy in May 2024 as part of the 5th meeting of the expert council on sustainable development under the Ministry of Economic Development of Russia.
In accordance with the document, the low-carbon development strategy and recommendations for the development of “green” infrastructure will be developed by AKIT.
“One of the modern trends for economic development is an active transition to a “green” economy, which implies the introduction of a wide range of environmentally friendly in all sectors of the economy. At the “Kulibin” SEZ site, we are already working to create the necessary infrastructure. In addition, we are in constant contact with our residents, assisting them in organizing production processes at their sites in order to optimize the consumption of resources”, said Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
In turn, Gazprombank plans to participate in the creation of financial mechanisms that will stimulate the introduction of “green” technologies for the low-carbon transformation of the industrial infrastructure of the SEZ. The company will also work out the possibility of implementing climate projects in the territory of the “Kulibin” SEZ.
The Nizhny Novgorod Region is actively working on “greening” the economy until 2035, which involves forming an economy taking into account the principles of sustainable development, increasing the level of environmental safety, resource conservation and reducing greenhouse gas emissions.
Let us recall that the special economic zone (SEZ) of industrial production type “Kulibin” was created in May 2020 on the territory of Dzerzhinsk.
