Expert Council for the development of the “Kulibin” SEZ approved the project to establish electronics production
The Expert Council for the development of special economic zone (SEZ) “Kulibin” has approved the application of LLC “BR‑Technology” to obtain resident status. The meeting was chaired by Egor Polyakov, Deputy Governor of the Nizhny Novgorod Region.
“At the first meeting of 2026, the Expert Council supported the establishment of a production facility for electronic components. The project will involve an investment of 300 million rubles. Demand for such products is high across many industries, so I have no doubt that the new enterprise will occupy an important niche in the region’s industrial landscape,” noted Egor Polyakov.
The company plans to set up a production facility for energy storage systems, electronic components, and automated process control systems. The products will be used in the transport sector, energy industry, oil and gas sector. The project is expected to create 33 jobs.

The Development Corporation of the Nizhny Novgorod Region, in partnership with LLC “RT‑Composite Gas Cylinders” – a resident of special economic zone (SEZ) “Kulibin” – has launched a new investment route for university and secondary vocational education students. The company specializes in the production of gas cylinders.
“More and more companies are joining our initiative to organize student tours, and we plan to expand this practice further. For students, this is an excellent opportunity to get acquainted with the production processes firsthand and map out their future career paths. For residents, it’s a way to attract promising specialists who are already familiar with the technologies used at their facilities,” said Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region – the management company of the “Kulibin” SEZ.

Section dedicated to investment projects in the field of cultural heritage sites was launched on the Nizhny Novgorod Region investment portal
A section dedicated to investment projects in the field of cultural heritage sites has been launched on the investment portal of the Nizhny Novgorod Region: (https://nn-invest.ru/en/support/okn/). The service was developed by the Development Corporation based on data provided by the autonomous non‑commercial organization “Agency for the Preservation and Development of Historical Environment Objects of the Nizhny Novgorod Region” (ANO “ASIRIS”).
The section features a “Project Showcase”, which allows users to review a list of properties available for investment and subsequent commercialization. It also includes a “Become an Investor” form, through which one can submit an application to implement a specific project.
Currently, the service contains information on 39 objects across 15 municipalities. For each of them, key characteristics are provided, along with proposed methods of engagement and intended uses.

The Development Corporation of the Nizhny Novgorod Region signed cooperation agreement with colleagues from the Altai Republic
Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region, and Ilnur Sirayev, Director General of the Development Corporation of the Altai Republic, have signed a cooperation agreement between the organizations.
Under the agreement, the parties plan to support the implementation of joint investment projects and establish business contacts between enterprises in the regions. They will also exchange best practices for improving the investment climate and organize business missions for entrepreneurs.

Igor Ishchenko, Director General of the Development Corporation of the Nizhny Novgorod Region, and Viktor Sdobnyakov, Rector of Kozma Minin Nizhny Novgorod State Pedagogical University, signed a cooperation agreement. The document is aimed at addressing the staffing needs of residents of the “Kulibin” special economic zone (SEZ).

The construction readiness of infrastructure at the state site of the special economic zone (SEZ) “Kulibin” in Dzerzhinsk reached 70%
The state site occupies most of the total area of SEZ in Dzerzhinsk — 416 out of 724.7 hectares. Currently, builders are working on water supply and sewage networks, as well as on the construction of two checkpoint facilities (CPs).
In addition, nine industrial production buildings (IPBs) and one administrative building are being constructed in parallel. At the sites, foundation work is underway, along with the installation of metal structures, reinforced concrete elements, and facade panels.
“The Nizhny Novgorod Region is systematically working to create comfortable conditions for investors, and the “Kulibin” SEZ plays a key role in this process, attracting major investors from across the country to the region. Development plans for Nizhny Novgorod’s investment infrastructure presented at the All‑Russian Forum “Small Homeland – Strength of Russia”
At the III All‑Russian Municipal Forum “Small Homeland – Strength of Russia”, held in Ufa as part of the regional day “Municipal Growth: New Drivers of Development”, Anton Garanin, Deputy Director General of the Development Corporation of the Nizhny Novgorod Region, presented plans for developing the region’s investment infrastructure.
As Anton Garanin reported, the development agency currently supports around 360 projects, with planned investments amounting to 370 billion rubles. In addition, the Nizhny Novgorod Region plans to establish 6 industrial parks, with a total area exceeding 1 100 hectares. These parks will be equipped with all necessary engineering and transport infrastructure.

Educational programs to meet the personnel needs of residents of special economic zone (SEZ) “Kulibin” are planned to be launched in 2026
Specialized educational programs for training personnel for residents of special economic zone (SEZ) “Kulibin” are planned to be launched at universities and secondary vocational education institutions in 2026. This initiative was approved during a meeting between the Nizhny Novgorod Region Development Corporation (management company of SEZ “Kulibin”) and the residents. More than 20 representatives of the companies’ HR departments participated in the event dedicated to staff recruitment for enterprises.
As part of implementing the personnel support program for residents, at least 3 educational and practical programs tailored to the personnel needs of residents are scheduled for 2026. The plan also includes organizing internships at SEZ enterprises and expanding the pool of partners among educational institutions in the Nizhny Novgorod Region. Territorial managers of the Nizhny Novgorod Region Development Corporation began supporting 89 new investment projects in 2025. These are projects in tourism, agriculture, industry, services, and other sectors. The total investment volume amounts to more than 21 billion rubles, and over 3 300 jobs are expected to be created.

More than 160 meetings between the leadership of the Nizhny Novgorod Region and the business community took place in 2025.
Meetings between businesses and the Governor, his deputies, and heads of municipalities have been held regularly in the region since 2018. During these meetings, issues of varying complexity are addressed, and proposals to simplify and improve the convenience of doing business are considered.
